PART II

EVALUATION PLAN

1. PROPOSAL EVALUATION

Proposal evaluation will be based on two sets of criteria: the Proposer’s qualifications and the cost to the State for completing the services. Each of the criteria will be scored separately. Awards will be made to the top Proposers with the highest combined scores and deemed to be the best value to the State.

80% Qualifications and Experience of the Proposing Firm and Team 15% Pricing/Cost to the State 5% Project Manager Past Performance

A Proposer or team member may be listed as a team member on more than one proposal. A Proposer awarded a contract may serve as a subprovider on any of the remaining contracts.

2. MANDATORY REQUIREMENTS

Proposers shall demonstrate that they meet the following qualifications. Failure to meet the mandatory provider requirements below shall result in disqualification of the proposal. The State reserves the right to audit Proposer and Technical Expert qualifications.

2.1 Mandatory Provider Requirements. To be considered for an award, the Proposer shall be a firm regularly engaged in the timely performance and completion of environmental services for governmental or private organizations.

2.1.1 Provider Staffing. Proposer’s staff shall include a minimum of one Project Manager meeting the minimum qualifications. The Project Manager shall be employed by the Proposer and not by another Team Member.

2.1.2 Proposer’s Qualifications. Award will be based in part on the qualifications in this section.

2.1.3 Firm and Team Experience. To document Firm and Team Experience, the Proposer shall discuss projects conducted within the last ten years. The documentation provided must:

document the Proposer’s ability to perform the technical work identified in this RFP;

document the depth and breadth of the Proposer’s expertise;

document the Proposer’s ability to meet schedules; and document any particular technical strengths and innovative approaches of the Proposer.

3. VERIFICATION OF PROPOSER QUALIFICATIONS

At the State’s option, verification of Proposer qualifications may be conducted in any of the methods listed below:

3.1 Verification of successful completion and client satisfaction may be conducted via contact with the client representative listed for the project. It is the Proposer’s responsibility to provide information that clearly establishes to the Selection Committee the necessary qualifications and/or successful project completion.

3.2 The State reserves the right to limit verification of Proposer qualifications to the proposals with the highest overall scores. If verification shows that the overall score of the highest scoring proposals must be reduced below the overall scores of other proposals, then qualifications for the next highest proposal will be verified. The verification process will continue in like fashion until the State identifies the proposals for which verification does not reduce the overall score below that of all other proposals with verified or unverified qualifications. The State will be the sole judge of the acceptability of information provided for verification.

4. TIE SCORES

In the event of a tie, the managing officer will break the tie using the following method:

4.1 The first tie breaker, if needed, will be references/ past performances.

4.2 The third tie breaker, if needed, will be the ability to meet department scheduling requirements.

4.3 If there is still a tie, the provider will be chosen by random selection.

5. COST TO THE STATE

Cost to the State will be scored on the basis of the Proposer’s price schedule. Price will be scored from lowest to highest with the lowest price receiving the maximum score.

Scientific IndefDelwWA Page 4 of 20 127SD011-6511

6. PM PAST PERFORMANCE

PM past performance will be based on evaluation information in PS-CAMS. Scoring criteria is outlined in the Attachment 7 Evaluation Matrices. No Evaluation Score Average (ESA) will be less than 20. If the prime’s project manager does not have a past performance score in PS-CAMS, the department will assign an ESA score of 3.5.

7. READABILITY

The evaluation team may consider the following while scoring:

How well information is presented; and The ability for reviewers to determine the adequacy of the response.

PART IV

VetHUB SUBCONTRACTING PLAN

1. VetHUB Subcontracting Plan Requirements

Pursuant to Texas Government Code Chapter 2161 and 34 Texas Administrative Code §20.285, Respondents to this Solicitation whose total anticipated contract value is $100,000 or more must comply with the State’s subcontracting plan requirements. The State has determined that subcontracting may be probable for this procurement. Accordingly, each Respondent must submit a Subcontracting Plan in accordance with the requirements set forth herein.

2. Respondent Duty to Review and Select a Subcontracting Method

Each Respondent shall review the Scope of Work and determine whether it will:

1. Self-perform the entire contract, or

2. Subcontract any portion of the contract work.

Respondents must select one of the two Subcontracting Plan methods described below and submit the corresponding plan with their Solicitation response.

3. Subcontracting Plan Methods

A. Method 1 — Self-Performance

A Respondent that intends to perform 100% of the contract work with its own employees, equipment, and resources must submit the Self-Performance Subcontracting Plan prescribed by the State.

The Self-Performance Plan must:

Certify that the Respondent will not subcontract any portion of the work; and Demonstrate the Respondent’s capability to perform the entire Scope of Work.

The Respondent may be asked to provide self-performing justification.

A self-performing contractor may not use subcontractors without amending.

The Prime must submit a change request and an updated subcontracting plan if they intend to subcontract at any time during the life of the contract.

When self-performing, the prime is still required to submit a Subcontracting Plan if the procurement category is one where subcontracting could reasonably occur.

B. Method 2 — Good-Faith Effort (GFE)

A Respondent that intends to subcontract any portion of the work must submit a Good-Faith Effort Subcontracting Plan.

Under current Comptroller of Public Accounts (CPA) rules, the Respondent must:

1. Identify each subcontracting opportunity within the Scope of Work.

2. Notify a minimum of two (2) certified VetHUB vendors for each subcontracting opportunity.

3. Provide written notice to each VetHUB vendor that includes:

Scientific IndefDelwWA Page 7 of 20 127SD011-6511 o A description of the subcontracting opportunity;

o Relevant specifications or scope details; and o A deadline for response.

4. Allow each VetHUB vendor a minimum of seven (7) business days to respond.

5. Maintain documentation of all outreach efforts, including:

o Names and contact information of VetHUBs contacted;

o Dates and methods of contact;

o Copies of written notices;

o Responses received or lack thereof.

Post-award SP Requirements The Subcontracting Plan (HSP) shall be reviewed and evaluated prior to contract award and, if accepted, the finalized plan will become part of the contract with the successful respondent(s).

After contract award, the Department will coordinate a post-award meeting with the successful respondent to discuss HSP reporting requirements. The contractor must maintain business records documenting compliance with the HSP, and must submit monthly subcontract reports to the Department by completing the “Prime Contractor Progress Assessment Report” and “Subcontracting Plan (SP) Progress Compliance Form - 2579”. This monthly report is required as a condition for payment to report to the agency the identity and the amount paid to all subcontractors.

As a condition of award the Contractor is required to send notification to all selected subcontractors as identified in the accepted/approved HSP. In addition, a copy of the notification must be provided to the agency’s Contract Manager and/or VetHUB Program Office within 10 days of the contract award.

During the term of the contract, if the parties in the contract amend the contract to include a change to the scope of work or add additional funding, the Department will evaluate to determine the probability of additional subcontracting opportunities. When applicable, the Contractor must submit an HSP change request for the Department’s review. The requirements for an HSP change request will be covered in the post-award meeting.

When making a change to an HSP, the Contractor will obtain prior written approval from the Department before making any changes to the HSP. Proposed changes must comply with the VetHUB Program good faith effort requirements relating to the development and submission of a HSP. dIf the contractor decides to subcontract any part of the contract after the award, it must follow the good faith effort procedures.

Failure to meet the subcontracting plan and post-award requirements will constitute a breach of contract, and will be subject to remedial actions. The Department may also report noncompliance to the CPA in accordance with the provisions of the Vendor Performance and Debarment Program (see 34 T.A.C. §20.585 relating to Debarment) and (see 34 T.A.C. §20.586 relating to Procedures for Investigations and Debarment)

Failure to submit a complete Subcontracting Plan/GFE documentation may result in the Respondent being deemed non-responsive.

FIRM EXPERIENCE

1. The Proposer shall provide firm and team experience by answering the questions. Not to exceed 500 words. Please keep answers confined to one page. If images are provided to help answer questions, please keep them confined to one page (in addition to firm’s one-page worded answer, for a total of two pages).

3. The same project can be discussed more than once if the project applies to various types of firm and team experience.

QUESTIONS

1. Provide an example of a complex project your firm completed that required several team members specializing in different environmental disciplines to successfully complete the project. Describe how your firm navigated challenges on that project as they arose, reflect on how your firm could improve if faced with similar challenges on future projects, and explain how team members at the firm ensured efficient collaboration between team members, their client(s), and other State and Federal agencies throughout the process.

2. A targeted public meeting date is approaching, but coordination between the local sponsor and state agency has resulted in repeated revisions and delays to meeting materials. What steps would you take to streamline decision making, reduce review cycle delays, and keep the public involvement schedule on track?

3. Describe how your team ensures effective coordination and communication throughout a project to achieve successful completion. Explain how you manage long-duration or paused projects, including how you maintain and transfer project records so the district can efficiently resume and advance the project after extended gaps.

4. When initiating a Traffic Noise Analysis (TNA), particularly for a complex interstate interchange project (or the most complex project your team has completed), describe the first steps your team takes to scope the effort, your firm's QA/QC process to ensure minimal review time, and how you coordinate with Houston District team members. Explain how you ensure that the TNA and due diligence for future development documentation complies with TxDOT and FHWA requirements. If possible, please include a skew section screenshot from an existing TNM.

5. Providing quality NEPA documents to the State to facilitate efficient and minimal rounds of reviews is critical for keeping projects on track for NEPA Clearance. Describe your QA/QC process and how you respond to comments from the State, especially comments you may disagree with or not fully understand.

6. Your team has been assigned a major interstate transportation project that requires a Waters of the United States (WOTUS) delineation and may necessitate federal permitting. Describe your approach for developing a project timeline and schedule for the required field investigations, jurisdictional determinations, and technical documentation. Include how you would evaluate and document potential impacts to jurisdictional waters and wetlands and identify permitting requirements and associated project constraints.
