About this opportunity

The Harrisburg Housing Authority seeks qualified consultants to provide development and revitalization consulting services for its public housing portfolio of approximately 1,640 low-income units across nine developments. This Request for Proposals requires consultants to develop and implement affordable housing development and redevelopment strategies, prepare development plans and funding applications including Low-Income Housing Tax Credit programs, review financing strategies and legal documents, assist with federal and state grant applications, conduct financial analysis, select contractors and architects, provide project management oversight, facilitate stakeholder meetings, and manage tenant relocation efforts. Successful respondents must demonstrate comprehensive knowledge of HUD mixed-finance legal structures, Low-Income Housing Tax Credit programs, and local Pennsylvania housing issues. The evaluation will be based on technical competence and methods (0-30 points), narrative response to RFP (0-25 points), proposed contract price (0-25 points), involvement of small business enterprises (0-15 points), and community service (0-5 points), for a total of 100 points, with award determined on a best-value rather than lowest-bid basis. The RFP documents are available electronically at www.harrisburghousing.org beginning January 26, 2026, with proposals due no later than 12:00 noon on February 27, 2026, via the Bonfire E-Procurement website; the question-and-answer period closes at 12:00 noon on February 17, 2026, with all inquiries directed in writing to Lori Shope through the E-Procurement portal. The contract term is three years with options for two additional one-year renewal periods, with work assigned via task order on an as-needed basis and no guaranteed minimum or maximum billable hours.

The Harrisburg Housing Authority strongly encourages participation from Minority Business Enterprises, Woman Business Enterprises, and Disadvantaged Business Enterprises, awarding up to 15 points for such participation; vendors must register with the Bonfire E-Procurement website to submit proposals. The fee structure must comply with HUD regulations and cannot include percentage-based compensation or cost-plus markups; proposals must include an hourly rate schedule, with the Authority reserving the right to reject fixed or retainer fee approaches. Post-award requirements include providing certificates of current industrial insurance, general liability coverage of at least $1,000,000 per occurrence, cyber liability insurance of at least $1,000,000, professional liability and errors and omissions coverage of at least $1,000,000, automobile insurance with $1,000,000 combined single limits, and a Harrisburg Mercantile License. Invoicing must be submitted within 30 days of job completion on a net-30-day payment basis with detailed task order information and Minority Business Enterprise and Woman Business Enterprise utilization reports. The contract award is anticipated for March 18, 2026, to align with the Board of Commissioners meeting, with interviews potentially scheduled March 9-11, 2026, following the evaluation period of February 27 through March 6, 2026. No specific incumbent contractor or award value has been identified in the solicitation documents.
