About this opportunity

The State of Missouri Office of Administration is requesting proposals for project management services to support the Missouri Vital Enterprise Resource System (MOVERS) implementation, with proposals due August 14, 2026 at 2:00 PM Central Time under RFP solicitation STATE 0000000497SL. Amendment 02, issued August 12, revises the original RFP and Amendment 01 (issued August 5).

The contractor serves as single point of contact for project oversight, schedule management, risk mitigation, budget support, and cross-functional coordination across the state, the ERP implementation vendor (Accenture), and the secondary independent verification and validation vendor (Guidehouse). The project implements Oracle Fusion Cloud to replace legacy systems (SAM II, BRASS, JD Edwards) across Executive, Judicial, and Legislative agencies, with releases spanning March 2027 through January 2028. Contract term extends through June 30, 2028.

Minimum qualifications: ten years in business and seven years of public-sector project management experience. Highly desirable: Oracle Fusion Cloud implementation experience. The contractor must have completed at least three comparable ERP project management projects for public-sector entities with budgets of at least $4 billion and 10,000 full-time equivalent employees within the past seven years. Staffing must include a full-time Project Director (12 years experience, PMP or equivalent certification required), a minimum of four full-time Project Managers (7 years ERP experience, PMP preferred), a full-time Testing Manager (7 years enterprise ERP testing experience), and a full-time Scribe (3 years large-system implementation experience). All key personnel must work on-site in Jefferson City, Monday through Friday, 7:00 AM to 5:00 PM CST, excluding state holidays.

Pricing is firm, fixed hourly rates submitted on Exhibit B. The state provides workspace, shared telephone, and computer/communications access; the contractor provides all other equipment and supplies. Liquidated damages apply: $25,000 per unauthorized removal of key personnel and $1,000 per business day for failure to replace key personnel within 15 calendar days. Contractors affiliated with Mythics, Accenture, or their subcontractors are ineligible. All state data must remain within the United States. The contractor must disclose any artificial intelligence, machine learning, or automated decision-making technologies prior to implementation and obtain written state approval, aligned with NIST AI Risk Management Framework 1.0.
