About this opportunity
The County of Orange, California, has released a Request for Proposal (RFP) for Vision Services, seeking a qualified vendor to administer vision benefits for county employees over a three-year contract with two optional one-year renewal terms. The procurement targets comprehensive vision care services for 2,589 eligible employees, with 2,516 currently enrolled. The RFP requires a vendor capable of providing a full-service vision care program, including eye examinations, frames, lenses, contact lenses, and additional benefits like retinal screening and low vision services. Key evaluation criteria will encompass network disruption potential, administrative capabilities, performance guarantees, vendor qualifications, and overall RFP responsiveness. Critical dates include proposal submissions due on February 6, 2025, by 4:00 PM Pacific Time, potential oral presentations on March 13, 2025, and final contract submission for Board of Supervisors approval scheduled for May 21, 2025. The current vision plan offers tiered coverage with premiums ranging from $7.41 for employee-only to $26.53 for family coverage, and requires a vendor with robust administrative capabilities including customer service, cybersecurity, reporting, claims administration, and an extensive provider network.
While no specific set-aside designations or enterprise restrictions were explicitly mentioned in the documents, the current vision services are provided by Vision Service Plan (VSP), which may indicate potential for incumbent advantage. The county uses Alight Solutions LLC as its Benefits Administrator, suggesting existing technological infrastructure that a new vendor would need to integrate. The current contract's annual gross premium is $350,050.83, with an average claim amount of $146.46 per member and 12% administrative retention rate, which provides insight into potential contract value and financial expectations. The demographic data attached to the RFP indicates a service population primarily concentrated in Southern California, with over 1,500 records showing diverse age ranges and coverage tiers. Vendors will need to demonstrate the capability to serve a population predominantly located in Orange County, with potential service expansion considerations for other California jurisdictions like San Francisco.
