About this opportunity
Granite School District in Salt Lake County, Utah, is issuing a Request for Proposal to procure an elementary Computer Science (CS4All) instructional platform that delivers pre-created coding lessons aligned to Utah Core and Utah Computer Science Standards for grades kindergarten through fifth grade. The vendor must provide a minimum of 40 unique pre-created coding lessons per grade level with articulation to mathematics, science, ELA, social studies, and digital literacy curricula, accompanied by comprehensive curriculum mapping and alignment documentation. Deliverables include self-guided and video-guided lessons structured around the Gradual Release of Responsibility model, with each lesson containing detailed overviews addressing objectives, prerequisites, materials, vocabulary, timing, differentiation options, extensions, and rubrics. The platform must be 100 percent web-based with no plug-ins, compatible across PC, Mac, and Chromebook devices, and capable of integrating with existing district physical computing devices including VEX Go, VEX 123, and Code & Go Mice, as well as Canvas and single sign-on options via Google or Clever. Technical requirements mandate FERPA and Utah Student Data Privacy Act compliance with storage in United States data centers utilizing 128-bit encryption. The vendor must provide three in-person professional development events covering platform delivery, physical computing device instruction, and an end-of-year showcase, along with ongoing support through a dedicated account manager and train-the-trainer implementation. Evaluation criteria are weighted as follows: 35 percent curricular requirements, 20 percent company qualifications and experience, 15 percent cost, 15 percent articulation methods to other core subjects, 5 percent professional development, and 5 percent general technical requirements. The contract term runs from July 1, 2026 through June 30, 2027, with renewal options available annually for up to four additional years. Questions must be submitted by April 2, 2026, proposals are due by 4:15 p.m. on April 15, 2026, evaluation will occur April 16–24, 2026, and the Board of Education is anticipated to award the contract on May 2, 2026.
No set-aside designations or restrictions on responding organizations are specified in the documentation; however, all vendors must comply with Utah Code 53E-9-309 audit rights, the Sherman Antitrust Act, and employment verification requirements through the Employment Status Verification System and E-Verify. Vendors must obtain federal criminal background clearance if accessing students and demonstrate experience through a minimum of three references from comparable districts with demonstrated expertise in articulating computer science standards with elementary mathematics and science curricula. The RFP replaces the expiring contract RG22-25, indicating that an incumbent vendor currently provides CS4All services to the district's 35 participating schools; the district has potential to scale the platform across all 54 elementary schools. Pricing proposals must include separate cost per site for the one-year term and professional development costs covering training for 330 participants delivered over three days in three-hour sessions, with pricing remaining firm throughout the contract term and all renewal periods. No specific award values or budget ranges are disclosed in the RFP documentation; however, proposals will be evaluated based on combined scores with a single contract award to the responsive and responsible vendor achieving the highest overall score. Submissions must be made electronically through the Bonfire Utah Public Procurement Place (U3P) system or in hard copy (one original plus five identical copies) to the Granite School District Purchasing Department at 2500 South State Street, Salt Lake City, Utah 84115-3110.
