About this file
This file is a Certified Disadvantaged Business (COBID) Outreach Plan attachment for RFA 6127, OB# S-44300-00013845, a Lead-Based Paint Remediation procurement administered by the Oregon Certification Office for Business Inclusion and Diversity. The document serves as a template for applicants to demonstrate their commitment to providing equal opportunities for certified firms—including minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), and emerging small businesses (ESB)—to participate as subcontractors on state-funded contracts. Applicants must complete the form by providing their certification status, listing prior contractual relationships with both certified and uncertified minority or women-owned firms, identifying anticipated subcontracting opportunities with corresponding dollar values, and describing the specific steps they will take to solicit certified firms for subcontracting participation.
The outreach plan is a non-scored evaluation component of the application process, meaning responses do not factor into the competitive scoring but rather serve as a commitment mechanism. Applicants must confirm whether they foresee subcontracting opportunities; those answering affirmatively must complete the full form detailing their outreach strategy. Additionally, applicants must agree to report subcontractor identities and subcontract values to COBID upon contract award. This requirement ensures accountability and transparency in the utilization of certified disadvantaged businesses, supporting Oregon's policy that certified firms have equal opportunity to compete for and participate in state-funded contract work.
