About this opportunity

The County of Sacramento is soliciting proposals for a comprehensive security control system upgrade at the Youth Detention Facility (YDF) located at 9601 Kiefer Blvd. The procurement seeks a California Licensed Electrical Engineer to provide design, permitting, bidding, construction administration, and closeout engineering services for a multifaceted security system replacement. Specific upgrades include electronic security systems, detention hardware, PLC door locking controls, detention locks, doors, glazing, key control systems, intercom and paging systems, video surveillance, staff duress systems, fire alarm systems, and power distribution infrastructure. Deliverables will include large-format 24"x36" construction documents, technical specifications, a 3D interactive model, quality assurance plans, and comprehensive training documentation. The project timeline includes a non-mandatory pre-proposal meeting on January 27, 2026, at 9:00 AM via Microsoft Teams, with questions due by January 30, 2026, at 2:00 PM, and proposals due February 5, 2026, at 2:00 PM through OpenGov Procurement. Proposal evaluation will be based on cost, experience with detention facility projects, staff expertise, and compliance with RFP requirements, with the County reserving the right to negotiate with multiple proposers.

While no specific set-aside designations were explicitly mentioned, the project involves multiple design and construction phases spanning approximately 300 weeks from mobilization through final assessment. The project requires phased construction to maintain operational continuity at the active detention facility, with work distributed across 17 housing units and multiple ancillary facilities. Existing infrastructure to be replaced includes obsolete systems such as Allen-Bradley PLC controllers, Dukane intercom systems, TSI Prism duress equipment, and Genetec video management systems. Cost estimates from the facility assessment indicate significant investment, with individual system upgrades ranging from $125,000 for key cabinet replacement to approximately $5.3 million for room lock retrofitting. The total project cost for comprehensive security system upgrades is estimated to be around $15-20 million, though the exact contract value will be determined through the proposal evaluation process. Proposers must provide detailed pricing by project phase, including lump-sum and time-and-materials options for different project stages.
