About this opportunity

The County of Morris in New Jersey is soliciting sealed bids (Bid #B24-57) for the comprehensive replacement of the Wharton Department of Public Works (DPW) Building located at 306 Worman Avenue in Wharton. The project involves demolishing the existing facility and constructing a new 14,850 square foot building with a mezzanine level, featuring 14 garage bays, offices, locker rooms, restrooms, utility areas, and mechanical spaces. Bidders must submit sealed proposals by April 30, 2024, at 11:00 AM, with a mandatory pre-bid site visit scheduled for March 14, 2024, at 10:00 AM. Each bid must include a certified check, cashier's check, or bid bond for 10% of the total bid (not exceeding $20,000), and bidders are required to provide a Consent of Surety demonstrating the ability to furnish performance, payment, and maintenance bonds. The contract will be awarded within 60 days of bid closing, with an anticipated construction phase of 14 months, and liquidated damages of $1,500 per day for contractor-caused delays.

The procurement follows a fair and open process in accordance with New Jersey state regulations, with no specific set-aside designations or restrictions on enterprise types. Contractors must comply with the New Jersey Prevailing Wage Act and possess a valid Public Works Contractor Registration Certificate. Bidders are required to submit various documentation, including a Statement of Ownership Disclosure, Non-Collusion Affidavit, and proof of business registration. While specific budget ranges are not explicitly stated, the comprehensive nature of the facility replacement and the detailed technical specifications suggest a significant capital investment. The project includes modern infrastructure components such as energy-efficient insulation, metal roofing, PBR metal wall panels, aluminum windows, and comprehensive mechanical, electrical, plumbing, and fire protection systems. Vendors must maintain all project-related documentation for five years from the final payment date and make records available to the New Jersey Office of the State Comptroller upon request.
