The scope requires supplying and maintaining dumpsters ranging from 10 to 40 yards on-site at 560 Northfield Avenue, West Orange, NJ. Dumpsters shall be emptied and swapped as needed based on Zoo operational requirements; pickups are estimated at 12 times per week (frequency may vary), typically Monday–Friday, 7:00 a.m.–9:30 a.m., with additional pickups available by mutual agreement and Zoo management authorization. The Zoo management determines dumpster size, pickup schedule, and location, which may change during the contract period. Fresh, empty dumpsters must remain in a designated area after each pickup. The contractor must maintain all licenses and permits required for hauling and disposal of animal waste, comply with New Jersey Department of Environmental Protection regulations, and provide proof of disposal documentation including weight tickets and manifests.
The contract term is 24 months, commencing October 12, 2026, with an option for the Essex County Board of County Commissioners to extend for an additional 24 months. A $30,000 allowance for miscellaneous items is included; the Essex County Department of Parks will establish the not-to-exceed budget. Pricing must cover delivery, pickup, removal, and disposal on a firm, all-inclusive basis. Liquidated damages are assessed at $500 per calendar day for failure to complete work on schedule. Two percent retainage is withheld from interim payments until final project acceptance. Essex County reserves the right to reject any or all bids and award the contract to the lowest responsible responsive bidder.
