The West Virginia Division of Corrections and Rehabilitation is requesting quotations for replacement boiler tubes at Denmar Correctional Center and Jail in Hillsboro under ARFQ 0608 DCR2700000001, with bids due August 18, 2026 at 10:30 a.m. EST (updated from August 14 via Addendum No. 1). A mandatory pre-bid meeting is scheduled for July 31, 2026 at 1:00 p.m. EST.
The scope covers complete removal and replacement of boiler tubes in two York-Shipley steam boilers (Model SPHV-125-29587), each containing 134 tubes measuring approximately 2 inches outer diameter, 107 inches in length, and 12 gauge thickness, originally installed in 2013. Work includes replacement of the A-frame refractory in the rear of both boilers, four gate valves (two per boiler, new 3-inch, 300 psi), sight ports on the back of both boilers, hydrostatic testing to 100 psig, combustion analysis, and disposal of existing tubes and removed items. Boiler No. 1 must operate for a minimum of one week after tube replacement before work commences on Boiler No. 2; simultaneous work on both boilers is prohibited. All work must be performed per manufacturer specifications and completed within 90 calendar days from notice to proceed.
Contractors must possess a National Board "R" stamp, valid West Virginia Contractors License, factory-trained installation technicians with a minimum of five years' experience, and successful completion of at least five similar projects. A 5 percent bid bond is required at submission; performance and labor/material payment bonds of 100 percent contract value are required prior to award. Commercial general liability and automobile liability insurance of at least $1 million per occurrence with the state named as additional insured are mandatory. Bids must be submitted as a lump sum price including all labor, materials, equipment, and incidental work. Questions are due August 7, 2026 at 2:00 p.m. EST. Contact Philip K. Farley, buyer, at (304) 549-1050 or philip.k.farley@wv.gov.
