About this opportunity
The City of Tampa, located in Hillsborough County, Florida, is soliciting qualified proposers through Request for Proposals (RFP #26-P-00237) to provide supplemental repair and maintenance services for its diverse fleet of light, medium, and heavy trucks (Classes 2-8), construction equipment, and industrial equipment spanning model years 1984 to present. The procuring agency seeks diagnostics, preventive maintenance, repairs, parts replacement, and inspections performed in accordance with manufacturer and industry standards to supplement the City's Fleet Maintenance Division during periods of increased workload, emergency situations, or capacity constraints. Proposers must demonstrate at least two years of experience providing similar services within Hillsborough County, maintain a secured facility with service bays capable of accommodating extended-body and high-profile vehicles (including fire apparatus such as fire tiller trucks), possess current ASE or manufacturer certifications for Class 2-8 vehicles, and be factory-authorized to repair at least one specified diesel engine manufacturer model type. The City intends to award contracts to multiple qualified proposers based on evaluation criteria weighted as follows: cost (20 percent), firm experience (20 percent), project team qualifications (15 percent), responsiveness to scope (20 percent), SLBE participation (15 percent), and references (10 percent). Proposers must provide itemized hourly labor rates based on the Motor Publications Truck and Van Labor Time Guide or manufacturer manuals, along with percentage markups for parts, materials, and shop supplies; submit estimates within five business days and complete repairs within ten working days unless delays are approved; maintain a minimum 365-day labor warranty; carry appropriate insurance including $1 million Commercial General Liability and Workers' Compensation; and provide three references from comparable municipalities in the Tampa Bay region. The pre-proposal conference is scheduled for June 2, 2026 at 2:00 p.m. at 2585 E. Hanna Avenue Room 222 with a virtual option via Microsoft Teams; questions must be submitted by June 15, 2026 at 5:00 p.m.; and sealed proposals are due by June 29, 2026 at 3:00 p.m. through the OpenGov eProcurement Portal. The contract term is three years from the award effective date, with options to renew for two additional one-year periods by mutual written agreement and up to three additional thirty-day unilateral renewal periods at the City's discretion.
The City of Tampa has established a Small Local Business Enterprise (SLBE) set-aside evaluation criterion worth 15 points, wherein City-certified SLBE firms serving as prime contractors with meaningful SLBE subconsultant or subcontractor participation may earn between five and fifteen points, with up to three discretionary points available for participation from external agencies recognized by the City. Non-SLBE prime contractors utilizing City-certified SLBE subcontractors or subconsultants for meaningful segments of work may earn between zero and ten points. All proposers must submit Good Faith Efforts documentation using designated DMI forms and clearly identify and quantify SLBE participation without ambiguity; marking participation as "To Be Determined" (TBD) may result in significantly lower ratings. SLBE certification must be current prior to the RFP opening date, and successful proposers must execute a Letter of Intent (DMI-40 Form) with subcontractors prior to award and provide a copy of the executed subcontract agreement before commencing work. The City operates a fleet of over 1,000 assets documented in the Fleet Maintenance Division's Asset Master List, including vehicles from manufacturers such as Peterbilt, Western Star, Freightliner, Ford, Isuzu, Pierce, John Deere, Caterpillar, Volvo, and Bobcat, representing the existing infrastructure that proposers must be capable of servicing. Compensation is based on actual labor hours and parts/materials costs with no minimum or maximum expenditure obligation to the City; price escalation is permitted annually after the first year, limited to the previous year's percentage change in the Producer Price Index for Repair and Maintenance Services, provided proposers provide written notice 60 days in advance. After-hours and emergency repair services must be provided at submitted rates, and the City reserves the right to use other vendors and terminate awards with ten days' written notice for cause or thirty days' notice without cause.
