About this file
This is an internal email chain regarding departmental attachments and ADA compliance procedures for an RFP issued by the City of Tampa's Purchasing Department for repairs of diesel engine vehicles and equipment. The correspondence, dated April 9, 2026, involves Grace Bedinghaus (Fleet Business Operations Supervisor), Inger Welch (Certified Senior Procurement Analyst), and David Baird from the City of Tampa. The email chain documents the process for ensuring that departmental attachments submitted with the RFP meet ADA accessibility standards before being uploaded to the OpenGov solicitation platform. Inger Welch directs Grace Bedinghaus to review and revise the second and third attachments of the RFP for ADA compliance, specifically addressing a Location attachment and a Questionnaire. Welch suggests incorporating the Location attachment's information directly into the RFP specifications to eliminate the need for a separate document, while the Questionnaire requires separate attention for accessibility compliance.
The email exchange reflects the City of Tampa's implementation of new ADA compliance procedures for procurement documents, as outlined in a recent Purchasing Department training session. Grace Bedinghaus indicates she has expertise in making documents accessible using Microsoft 365 and Adobe tools but lacks training specific to OpenGov's accessibility features. Inger Welch provides edit access to the project within OpenGov to allow Bedinghaus to upload and swap the revised attachments, offering to make the changes herself if necessary. Grace Bedinghaus commits to completing the ADA compliance review and revisions by close of business the following day, April 10, 2026, and notes she is simultaneously working on budget-related items for the solicitation.

I have updated the attachments in OpenGov. They required minimal changes but everything now passes the accessibility check list.

I gave you edit access to the actual project a few minutes ago. It should allow you to switch them now.

Awesome, that’s great to know! I will review the attachments and ensure they are compliant. I am good with either option, whatever is easier for you. I am happy to upload and swap if I have access.

The OpenGov solicitation template itself has been revised to make them and any Purchasing corresponding attachments ADA compliant. For department attachments, once they are ADA compliant either through word or Abode, they can be added to the Attachment tab within the intake module of OpenGov.
For this solicitation, I can change your access to edit for you to switch them out or I can switch them out myself. Let me know which way is easier?
Did I answer your questions?

Yes I did. I haven’t had any training on how to make things accessible in OpenGov though, only in the Microsoft 365 suite and Adobe so far. Will they be doing a training for OpenGov users outside of purchasing on how to make it ADA compliant?

Yes, I add you to the RFP now you should be able to see it in OpenGov. Did you get an email from OpenGov?

Hi Inger, will do. I only see one attachment though related to the bid specs? Are you also referring to the RFP draft in Word attached. I wanted to double-check before I started this.

Grace, Yesterday was Purchasing’s training about ADA compliance for Purchasing’s documents. The attached email/directive was shared with all Directors and addressed transferring of documents between departments. Also, it was shared in our training that that every department will have or has their own person who will ensure their documents are ADA compliant before transferring them.
For this RFP, the 2nd and 3rd attachments fall into this situation. Please have these attachments to the RFP, reviewed and revised for ADA compliance. I suggest that for the Location’s attachment, the information can be added to the RFP specs. Thus, eliminating the need for a separate attachment. Let me know if that is possible. But as for the Questionnaire, it will still need to be addressed.
Let me now if you have any questions. Thank you.
