About this opportunity
The St. Louis Board of Education (d/b/a St. Louis Public Schools) is soliciting competitive sealed bids for general contracting services to renovate Clyde C. Miller High School located at 1000 North Grand Boulevard, St. Louis, Missouri 63106, creating new and expanded Cosmetology and Barber instructional spaces for the District's Career and Technical Education (CTE) program. The procurement requires comprehensive renovation work encompassing approximately 12,787 gross square feet, including selective demolition, concrete work, framing, drywall installation, tile work, flooring, painting, plumbing, mechanical systems (HVAC and wet-pipe sprinkler systems), electrical work, and site work. The project scope involves converting two classrooms and a teachers' resource room into two theory laboratories and one practical laboratory with associated support areas. Qualified bidders must submit bids via the Bonfire Interactive electronic bidding portal (https://slps.bonfirehub.com) by May 29, 2026, at 12:00 PM CDT, with a mandatory pre-bid meeting scheduled for May 14, 2026, at 2:00 PM at the St. Louis Public Schools Building & Grounds office located at 3416 Cook Avenue, St. Louis, Missouri 63106. All bidders must register on the Bonfire portal, provide proof of a valid Missouri business license, submit a five percent bid bond or certified check, submit W-9 forms and E-Verify affidavits, and demonstrate compliance with prevailing wage requirements and workers' compensation experience modification rates. Bidders must submit at least three references of similar projects, hourly labor rate pricing for all trade categories, and lump sum pricing for the primary work plus an unforeseen conditions allowance of $100,000; the deadline for submitting written questions is May 21, 2026, at 12:00 PM CDT, and a non-mandatory bid opening call is scheduled for May 29, 2026, at 3:00 PM CDT with possible interviews on June 2, 2026. Required qualifications include maintaining comprehensive insurance coverage consisting of commercial general liability of $3,000,000 per occurrence, workers' compensation per Missouri statute, automobile liability of $3,000,000 per occurrence, and an umbrella excess policy of $2,000,000, along with active E-Verify enrollment and full compliance with federal work authorization requirements, the Missouri "Anti-Discrimination against Israel Act" certification, and nondiscrimination employment practices.
The District maintains Minority Business Enterprise (MBE) utilization goals of 25 percent and Women's Business Enterprise (WBE) utilization goals of five percent, and will give preference to firms based in the bi-state St. Louis metropolitan area when other considerations are equal. No specific incumbent vendors or current contractors are identified in the procurement documents; however, the District has retained Cordogan Clark Architects as the project architect, ECS Consulting Engineers for mechanical, electrical, and plumbing design, and Navigate Building Solutions, LLC as the Owner's Representative for project oversight and administration. Bidders must comply with Missouri Revised Statutes Section 290.210 et seq. regarding prevailing wage compliance with weekly certified payroll submissions and affidavits of compliance at project conclusion, and the District prefers Missouri-produced materials and products when available at comparable quality and cost. The contract will be awarded to the lowest responsible bidder complying with all specification terms, subject to Board of Education approval, with no price increases permitted during the contract term. The project completion date is Friday, October 30, 2026, with substantial completion of the CVPA & CSMB Entrance North Vestibule required by July 31, 2027, and liquidated damages assessed at $500 per calendar day for failure to achieve substantial completion dates. While the specific contract sum is not disclosed in the bid documents, the project includes fixed allowances for unforeseen conditions of $100,000 at the bid stage and $500,000 at the contract stage, with additional compensation available through pre-approved change order alternates to be priced by bidders at the time of proposal submission. Project documents are available through Custom Blueprint at 1632 South Broadway, St. Louis, Missouri 63104, by telephone at 314-231-4400, or through customblueprint-supply.com.
