Project Manual Summary: Clyde C. Miller Academy Cosmetology Renovations

This is a Project Manual for a renovation project undertaken by Saint Louis Public Schools for the Clyde C. Miller Academy located at 1000 North Grand Boulevard, St. Louis, Missouri. The project involves the renovation of two classrooms and a teachers' resource room into expanded cosmetology department facilities, consisting of two new theory labs and one practical lab. The scope of work encompasses selective demolition, concrete work, framing, drywall installation, tile work, flooring, painting, plumbing, mechanical systems including HVAC and wet-pipe sprinkler systems, and electrical work. The project is designed by Cordogan Clark & Associates, Inc., with mechanical engineering by ECS Consulting Engineers, Inc. The manual contains comprehensive specifications organized by construction divisions, including detailed requirements for materials, installation procedures, quality assurance standards, and testing protocols. The project operates under a single prime contract structure with coordinated participation from multiple subcontractors responsible for distinct trade work, including coordination requirements, progress meetings, and submittal procedures managed through web-based project management software.

Pricing terms and payment procedures are governed by AIA standard documents, with the contractor required to submit a schedule of values coordinated with the construction schedule and broken down by specification sections. The contract includes unit prices for below-slab excavation and additional electrical receptacles, with measurement and payment procedures specified for each. The contractor must maintain a quality-control plan, provide extended warranties on mechanical, electrical, and plumbing systems (two years from substantial completion), and comply with extensive safety requirements including OSHA 30-hour certification for a full-time safety director, weekly toolbox meetings, and strict disciplinary policies for safety violations. The project mandates that all personnel obtain St. Louis Public Schools identification badges, comply with drug and alcohol awareness programs, and meet specific workers' compensation experience modification rates. Closeout requirements include submission of warranties, operation and maintenance manuals, record documents, and demonstration and training for Owner personnel, with final payment contingent upon completion of all punch list items and submission of required documentation including affidavits of compliance with prevailing wage laws.
