About this opportunity
The City of Austin, Texas is soliciting bids through Invitation for Quote (IFQ) 7800 CAH1004 for removal, replacement, and installation of oil reels, dispensing nozzles, compressor pumps, and related parts across three municipal service centers. This one-time contract involves three distinct scopes of work: Service Center 06 (1190 Hargrave Street) requires removal and replacement of a compressor pump, oil reels, and dispensing nozzles mounted approximately 10 feet above ground; Service Center 11 (6301 Harold Court, Building D) requires removal and replacement of wall-mounted oil reels and dispensing nozzles; and Service Center 12 (4108 Todd Lane) requires the most extensive work, including fabrication and installation of custom steel reel racks at two identical outdoor locations under carport tents, plumbing relocation from the central bay, and installation of reels, nozzles, and pumps. All work must utilize Original Equipment Manufacturer (OEM) Graco reels and dispensing nozzles, with equivalent alternatives permitted for non-Graco components. Qualified contractors must demonstrate a minimum of three consecutive years of experience providing parts and repair services to similarly-sized municipalities within the past five years, authorization as a manufacturer dealer or reseller for OEM parts, a secure storage area, a minimum of two qualified service technicians, and compliance with all applicable Federal, State, and local safety codes. Contractors must provide all labor, parts, equipment, materials, tools, supervision, and transportation; complete installations within specified timeframes; provide a 12-month labor warranty on all repairs and a minimum 12-month parts warranty; and perform work only upon written authorization. The bid due date is April 28, 2026 at 5:00 PM Central Standard Time, with submission directed to Christina Harding at christina.harding@austintexas.gov, and the City reserves the right to conduct pre-award site visits to verify contractor resources and capabilities.
The procurement documents do not specify set-aside designations, disadvantaged enterprise requirements, or restrictions limiting bidder eligibility based on organization type. No incumbent vendors or current contractors are identified in the available documentation. The City reserves the right to make multiple awards based on individual or groups of specific line items or bid sheet categories, with a single contractor potentially awarded one or more categories. Integration with existing infrastructure is required, as contractors must work with the City's Fleet Mobility Services Department and coordinate with current facility configurations, including wall-mounted and overhead installations and existing plumbing systems. The bid quote sheet contains all pricing fields shown as zero dollars, indicating this is a template document awaiting vendor responses; however, specific budget ranges or estimated contract values are not disclosed in the procurement materials. Contractors are advised that bids of zero will be interpreted as no-charge items, while submitting "no bid" or leaving fields blank may result in bid disqualification for non-responsiveness.
