About this opportunity

The City of Tucson Environmental Services is requesting proposals for an annual requirements contract with multiple firms on an as-needed basis to supply activated carbon for groundwater and soil vapor remediation systems, with proposals due September 23, 2026 at 2:00 p.m. A non-mandatory pre-submittal meeting is scheduled for August 31, 2026 at 12:00 p.m. via Microsoft Teams, and questions are due September 7, 2026 at 12:00 p.m.

The activated carbon will remove volatile organic compounds—including chlorinated solvents, Freon compounds, BTEX, MTBE, and PFAS—from groundwater pump-and-treat systems and soil vapor extraction systems at active remediation sites within Tucson city limits. The City currently maintains two groundwater pump-and-treat systems (20,000-pound and 5,000-pound carbon vessels), one soil vapor extraction system (55-gallon drum vessels), and one mobile 1,000-pound granular activated carbon vessel. The 20,000-pound vessels are changed out approximately three times annually. Contractors must provide virgin coconut shell carbon, bituminous coal carbon, reactivated carbon, vapor-phase reactivated carbon, and re-agglomerated bituminous coal carbon for PFAS treatment. All equipment, materials, and labor for spent carbon collection, analysis, laboratory profiling, manifesting, removal, transport, and fresh carbon installation are the contractor's responsibility; the City will not collect, ship, or analyze spent carbon samples. Pricing must include vessel exchange for 55-gallon drum systems.

The contract term is one year from award with options for up to four additional one-year renewal periods at the City's discretion. Evaluation criteria in order of importance are Method of Approach, Qualifications and Experience, and Price Proposal. Proposals must be submitted electronically through the City's online bidding system. Firms must register with the City's Business Services Department and obtain a City of Tucson Business License or a written determination that one is not required. Required insurance includes Commercial General Liability ($2,000,000 per occurrence / $4,000,000 general aggregate), Commercial Automobile Liability ($1,000,000 Combined Single Limit), Workers' Compensation at statutory rates, and Environmental & Hazardous Waste coverage ($1,000,000 per claim and annual aggregate). Payment discounts of twenty-one calendar days or more will be deducted from the proposed price during evaluation. The contract is funded in part with American Rescue Plan Act (ARPA) federal assistance and incorporates HUD Section 3 compliance requirements, including 25 percent labor hour performance by Section 3 Workers and 5 percent by Targeted Section 3 Workers.
