About this opportunity

Mt. San Antonio Community College District is seeking qualified consultants for Registered Waterproofing Services through a Request for Qualification (RFQ #2026-019) covering professional services from November 2025 through October 2030, with potential four one-year contract extensions. The comprehensive scope includes site analysis, building envelope inspections, compliance assessments, design drawings, material recommendations, construction testing, warranty verification, shop drawing reviews, and on-site inspections, with additional services encompassing retrofit, rehabilitation, forensic investigations, and litigation support. A mandatory pre-proposal meeting occurred on September 17, 2025, with proposal submissions due by October 3, 2025, at 2:00 pm through the District's eProcurement Portal. The evaluation process includes seven scoring criteria totaling 100 points: company information (10 points), business experience and licensing (25 points), references (10 points), firm staffing and key personnel (10 points), pricing and deliverables (20 points), ability to maintain bond program budgets (15 points), and experience with Project Labor Agreement/Community Workforce Agreement projects (10 points). On-call consultant services are typically intended for projects less than $220,000, with the district reserving the right to award multiple contracts or apportion requirements among consultants.

The contract appears open to various professional consulting firms without specific set-aside designations, though there is a notable emphasis on local workforce participation through the Community Workforce Agreement. The district has established a goal of 30% local workforce participation, with particular interest in recruiting area residents, veterans, and student graduates into construction trades. The procurement supports capital construction and major renovation projects funded by Bond Measure RR or Measure GO, targeting prime multi-trade construction contracts exceeding $500,000 and specialty contracts over $100,000. While specific award values are not explicitly stated, the contract allows for project-specific assignments with individual project budgets. The agreement includes comprehensive requirements around labor compliance, prevailing wage regulations, and Department of Industrial Relations (DIR) registration, with potential penalties for non-compliance. Contractors must maintain specific insurance levels, obtain pre-approval for sub-consultants, and adhere to strict labor and employment guidelines throughout the contract period.
