About this file
This is a Letter of Assent template document for Mt. San Antonio College's Community Workforce Agreement, requiring execution by all contractors and subcontractors awarded work on College projects prior to commencing work. The letter serves as a binding commitment confirming that contractors agree to be party to and bound by the Mt. San Antonio College Community Workforce Agreement effective March 5, 2021, and any amendments thereto. All contractors and subcontractors of whatever tier must execute identical Letters of Assent and submit them to the Community Workforce Coordinator and the Los Angeles/Orange Counties Building and Construction Trades Council prior to beginning work. The template requires completion of contractor identification information including company name, authorized signatory details, state license number, and project name, with copies distributed to both the Community Workforce Coordinator at Mt. San Antonio College (Joe Carbajal, located at 1100 N. Grand Ave., Building 46B, Walnut, California 91789) and the Building and Construction Trades Council.
The Letter of Assent template applies to contractors and subcontractors engaged on Mt. San Antonio College construction projects subject to the Community Workforce Agreement, which establishes local workforce participation requirements and prevailing wage obligations. This document is a mandatory prerequisite for contract performance and represents the College's enforcement mechanism for labor compliance on capital construction and major renovation projects funded through Bond Measure RR or Measure GO. The Community Workforce Agreement establishes a goal of 30% local workforce participation with emphasis on recruiting area residents, veterans, and student graduates into construction trades. Non-compliance with the Agreement's terms, including failure to submit the Letter of Assent, results in potential penalties and enforcement actions. This requirement applies to all prime contractors with multi-trade construction contracts exceeding $500,000 and specialty contractors with contracts over $100,000.
