About this opportunity

The City of Long Beach is soliciting proposals for a proven, market-ready Solid Waste Route Optimization Software solution and implementation services under RFP-ER-26-719, with proposals due October 1, 2026, at 11:00 AM PST. A local-preference credit of 5 or 10 percentage points applies to businesses with a principal place of business in Long Beach; the higher credit requires operation from a brick-and-mortar or non-residential location.

The scope covers route optimization for approximately 134,000 weekly service locations (128,000 residential and 6,000 commercial accounts) across a fleet of approximately 110 collection vehicles operating Monday through Saturday. The software must integrate with existing City systems including ESRI GIS systems (ArcGIS Pro and ArcGIS Online), Oracle Customer Care & Billing, and Microsoft Azure for Single Sign-On. Required capabilities include real-time tracking, on-truck camera system integration, efficiency reporting, alley mapping, support for mixed service location routes, GPS navigation, route progress and completion reporting, and tonnage collection reporting. The City collected 204,000 tons of municipal solid waste in FY 24, 187,000 tons in FY 25, and expects to collect nearly 30,000 tons of organic waste in FY 26.

The estimated contract value is $200,000 over an initial two-year term with three optional one-year renewals, not to exceed five years total. All routing data, service location data, GIS layers, and operational datasets become the exclusive property of the City.

Minimum qualifications include successful implementation of solid waste routing optimization for at least one jurisdiction with 100,000 or more service locations and demonstrated experience with high-density mixed-service routing environments. Evaluation criteria weight organizational capacity and experience at 25 percent, technical solution and software capabilities at 25 percent, method of approach at 25 percent, communications and reporting at 15 percent, and reasonableness of cost at 10 percent. A non-mandatory pre-proposal meeting is scheduled for August 20, 2026, at 2:00 PM PST; written questions are due September 3, 2026. Proposers must complete supplementary attachments addressing data privacy (Attachment E), vendor information security assessment (Attachment D), equal benefits ordinance certification (Attachment B), and authorization and certification (Attachment A), and must comply with federal debarment certification requirements.
