About this file

This is a Local Preference Program attachment for the City of Long Beach, outlining the City's preference criteria for awarding contracts to local businesses.

The City of Long Beach applies five extra credit percentage points to all businesses that qualify as local, defined as companies maintaining their principal place of business in a fixed location within the city limits and possessing a current City of Long Beach business license and seller's permit, if applicable. An additional five percentage points are awarded to local businesses operating from a brick and mortar or non-residential location, for a total potential preference of ten points. Bidders must certify their eligibility for the local preference by completing Attachment C and providing copies of their current business license and seller's permit documentation showing a place of business within the City limits. The section requires explicit certification of eligibility status and is mandatory; bidders cannot leave this section blank.

To qualify for local preference points, bidders must submit a current, valid business license from the City of Long Beach and a current, valid seller's permit showing a place of business within City limits, if applicable. Bidders must also indicate whether their licensed business address is located at a brick and mortar/commercial/non-residential location or a residential location, as the additional five-point bonus is only available for non-residential locations. The preference provision requires bidder signature and date certification on Attachment C.
