About this file
This document is a Narrative Proposal Template for a Request for Proposal issued by the City of Long Beach, California, for Refuse Routes Software and related professional services. The City seeks qualified firms to provide a proven, market-ready Solid Waste Route Optimization Software solution that integrates with existing municipal systems including ESRI GIS systems, ArcGIS Pro, ArcGIS Online, Oracle Customer Care & Billing, and Microsoft Azure for Single Sign-on capabilities. Proposals must address route optimization for high-density service areas with mixed collection types including residential, multi-family, commercial, alley, and curbside collection services. The template requires proposers to demonstrate organizational capacity, relevant experience with similar projects, staffing plans with specific personnel allocations, and a minimum of five professional references with project descriptions and contact information.
The narrative proposal template mandates that proposers describe their overall approach to developing and optimizing solid waste and organics collection routes, including integration methodology, fleet management capabilities, phasing strategies, pilot testing plans, and transition planning. Proposers must provide examples of comparable projects addressing specific challenges in high-density service areas with mixed-service environments and demonstrate software capabilities in route balancing, efficiency improvements, GPS tracking, real-time navigation, dynamic rerouting, and driver-dispatch communication. Additionally, proposers must identify project risks with mitigation strategies, specify City support requirements, detail customer support models with training and escalation procedures, outline performance reporting mechanisms, and describe subcontractor payment notification procedures if applicable. The template includes separate sections for subcontractor information requiring equivalent capacity, experience, and staffing documentation.

Which specific requirements of this RFP will the subcontractor perform?
Please describe why the organization is qualified to provide the services described in this RFP (1-2 paragraphs).
Please describe the length of time the organization has been providing the services described in this RFP (1-3 sentences).
How many employees does the organization have nationally, locally, and residing in Long Beach?
Where are the representative(s) that would service the City’s account located?
Please provide a plan of overview for how the project will be staffed, including the percentage of time each employee will be allocated to the project. For each, please provide a name, title, and resume either as an attachment or 1-paragraph description.
Method of Approach
1. Briefly summarize the proposed solution. Explain the logic model for how you will achieve the goals and scope of work in the RFP.
2. Describe your overall approach to developing and optimizing solid waste and organics collection routes for the City. Include integration with City’s ESRI GIS systems, ArcGIS Pro, ArcGIS online, City’s utility billing software Oracle Customer Care & Billing, Microsoft Azure for Single Sign-on, fleet, mixed service routes, phases, pilot testing, evaluation, and transition planning.
3. Experience and Approach to Route Optimization
a. Provide examples of projects of similar size and complexity involving high-density service areas and mixed-service environments (e.g., residential, multi-family, commercial, alley, and curbside collection). Describe specific challenges and how they were addressed.
b. Describe how your software develops and optimizes routes. Include details on route balancing, efficiency improvements, and handling of constraints such as multiple vehicle types (rear-loaders, side-loaders, front-loaders), one-way streets, alleys, and mixed service types (automated, manual, alley, curbside).
c. Describe the system’s real-time capabilities, including GPS tracking, in-field navigation, dynamic rerouting, and communication between drivers and dispatch.
d. Provide a minimum of two examples on how your software improved customer service responsiveness using quantifiable data.
4. Identify potential risks associated with this project and describe strategies to mitigate those risks.
5. Outline what you will need from the City to implement the contract successfully
Communications & Reporting
1. Explain the data and reporting systems that will be used to routinely evaluate program performance. How will this data be used for program management? How have you used data and reporting systems for program management in the past?
2. Describe your customer support model, including availability, support channels (hot line, email, ticketing), training approach, and escalation procedures. Explain how employees responsible for front-line service delivery will be supervised.
3. Explain how you will report on performance to the City, and coordinate with the City to meet the goals of the RFP.
4. If other stakeholders will be involved in implementation of the proposal, explain how you will work with these groups.
5. The City requires that the Awarded Contractor provide proof of payment of any subcontractors used for this project. If the proposal includes subcontractors, please describe the plan for how the City will be notified of such payments.
