About this opportunity
The City of Austin, Texas is requesting bids on refurbishing and repair services for public trash and recycling receptacles under IFB 1500 SDS1002, with bids due August 19, 2026 at 2:00 p.m. CT and written questions due July 22, 2026 at 3:35 p.m. CT. A local business preference of 5% applies to vendors with headquarters in the Austin-Round Rock-San Marcos MSA (Bastrop, Caldwell, Hays, Travis, and Williamson counties); small business preference of 5% applies to SBA-certified small businesses for bids up to $500,000 and 3% for bids between $500,000 and $50 million, with qualifying vendors eligible for both discounts. No MBE-WBE subcontracting goals apply.
The scope covers complete refurbishment of single-body receptacles (minimum 35 gallons) and dual-body units (minimum 15 gallons per compartment), including paint stripping, sandblasting, application of multi-layer protective coatings (rust-inhibitive base, zinc epoxy primer, electrostatic powder coat to minimum 0.004 inches with UV inhibitor), minor repairs, and color application per RAL standards. Contractor must accept receptacle deliveries within 48 hours of notification, complete refurbishment within three calendar weeks, and be ready to begin services within seven business days of City request. Refurbishment must comply with Great Streets Standards for Central Business District units.
Minimum qualifications include three consecutive years of similar refurbishment experience, no significant City contract performance deficiencies in the past three years, and a fully licensed and permitted facility within the Austin-Round Rock MSA. Under Addendum No. 1, the three-year experience and facility requirements may be satisfied through a disclosed subcontractor performing sandblasting, welding, powder-coating, and refurbishment, provided the subcontractor is identified in the response and submits references demonstrating the required experience. Prime contractor remains responsible for overall performance.
Pricing is unit-based and fixed for 12 months; after 12 months, either party may request price adjustment up to 20% per line item using the Producer Price Index for Fabricated Metal Product Manufacturing. Estimated annual quantities are 50 single-body units, 50 dual-body units, and 50 labor hours each. Contractors must comply with the City's Wage Theft Ordinance and provide living wage compliance. Insurance requirements include Workers' Compensation ($100,000 employer's liability), Commercial General Liability ($500,000 per occurrence), and Business Automobile Liability ($500,000 combined single limit), all naming the City as additional insured. Initial contract term is three years with optional automatic extension for up to two additional twelve-month periods at City discretion unless non-renewal notice is given 60 days prior to expiration. Procurement Specialist Stephanie Sullivan manages the solicitation.
