The scope of work includes complete refurbishment of single-body receptacles (minimum 35 gallons) and dual-body units (minimum 15 gallons per compartment), encompassing paint stripping, sandblasting, application of multi-layer protective coatings including rust-inhibitive base, zinc epoxy primer, and electrostatic powder coat with UV inhibitor, minor repairs, and color application per RAL standards. The estimated annual quantities are 50 single-body units, 50 dual-body units, and 50 labor hours. Sealed bids were due August 19, 2026 at 2:00 p.m. CT, with written questions having been due July 22, 2026 at 3:35 p.m. CT. The contractor must accept receptacle deliveries within 48 hours of notification, complete refurbishment within three calendar weeks, and be ready to begin services within seven business days of City request. The initial contract term is three years with optional automatic extension for up to two additional twelve-month periods at the City's discretion unless non-renewal notice is given 60 days prior to expiration.
Pricing is unit-based and fixed for the first 12 months, with either party eligible to request price adjustments up to 20% per line item after 12 months using the Producer Price Index for Fabricated Metal Product Manufacturing. The City of Austin applies a local business preference of 5% for vendors headquartered in the Austin-Round Rock-San Marcos MSA and a small business preference of 5% for SBA-certified small businesses on bids up to $500,000 and 3% for bids between $500,000 and $50 million, with qualifying vendors eligible for both discounts. Minimum qualifications include three consecutive years of similar refurbishment experience, no significant City contract performance deficiencies in the past three years, and a fully licensed and permitted facility within the Austin-Round Rock MSA, though these requirements may be satisfied through a disclosed subcontractor. Insurance requirements include Workers' Compensation ($100,000 employer's liability), Commercial General Liability ($500,000 per occurrence), and Business Automobile Liability ($500,000 combined single limit). Contractors must comply with the City's Wage Theft Ordinance and provide living wage compliance. The procurement specialist for this solicitation is Stephanie Sullivan.
