About this opportunity

The Tennessee Department of Environment and Conservation is requesting bids for trail repaving work at Red Clay State Historic Park in Cleveland, Tennessee, with bids due September 30, 2026 at 2:00 p.m. CDT. For bids exceeding $25,000, bidders must hold an active Tennessee Contractor License with BC-B, BC-b(sm), BC-C, or HRA classification; license numbers, classifications, and expiration dates for both prime contractor and any subcontractors must be provided.

The scope encompasses repaving 0.6 miles of ADA-accessible walkway at existing six-foot width, repairing the Council Springs ADA overlook, installing drainage culverts and crossings, repairing Visitor Center sidewalk and parking lot (including a 10-foot by 24-foot patch and replacement of an existing ramp with parallel curb ramp and curb painting), and replacing asphalt surface on the Interpretive Loop Trail. Work must commence within 90 days of purchase order issuance and be completed within that timeframe unless written exception is granted. Bids are submitted through the Tennessee EDISON procurement system and must include separate unit prices for labor and materials/equipment line items. No day laborers or temporary workers are permitted without express written approval from Facilities Management. Work is required Monday through Friday, 8:00 a.m. to 4:30 p.m. All work must comply with State-approved versions of the International Building Code and ADA standards. The contractor is responsible for all permits, utility location verification, site cleanup, and must provide a one-year workmanship warranty from date of final inspection, with materials warranted per manufacturer specifications.

Bidders must register with the Tennessee Department of Revenue for sales and use tax, attest to non-debarred status, certify compliance with the Iran Divestment Act, and affirm compliance with FHWA requirements. A pre-bid conference is scheduled for September 8, 2026 at 11:00 a.m. EST at the park site; attendance is encouraged but not mandatory. Project Manager contacts are Park Manager Erin Medley (423-478-6729) and Facilities Management Project Manager Robert Walling (423-444-9013). Questions are due by the proposal deadline.
