About this file

This is Amendment #1 to Invitation to Bid (ITB) #32701-13996 issued by the Tennessee Department of Environment and Conservation for trail repaving work at Red Clay State Historic Park in Cleveland, Tennessee. The amendment updates the ITB schedule and provides clarifications through question-and-answer responses. A pre-response conference is scheduled for September 8, 2026 at 11:00 a.m. ET, with questions and comments due by September 10, 2026 at 2:00 p.m. CT, and bids due September 30, 2026 at 2:00 p.m. CT. The scope includes removing and replacing 0.6 miles of ADA-accessible walkway, repairing the Council Springs ADA overlook, installing drainage culverts and crossings, repairing the Visitor Center sidewalk and parking lot, and resurfacing the Interpretive Loop Trail. Work must commence within 90 days of purchase order issuance and be completed within that timeframe unless written exception is granted.

Key clarifications provided in the amendment address technical specifications and project requirements. Concrete reinforcement shall use 12-gauge welded wire with a medium broom finish. No environmental permits are required; however, erosion control is necessary in the Blue Hole and wetland areas. No As-Built Drawings or stamped surveyed drawings are required for underground and drainage systems. Quality control testing is limited to proof roll only, with no soil testing or concrete cylinder testing specified. Davis-Bacon reporting is excluded for recreational trails per FHWA Form Section IV requirements. Heavy equipment is permitted on grassy areas with prior verification from the Red Clay Park Manager. Contractors may completely demolish culvert areas and install new culverts as an alternative to slip-line installation. No DBE requirements or post-landscaping maintenance requirements apply to this contract. Contractors must hold an active Tennessee Contractor License and provide separate unit prices for labor and materials/equipment line items.
