About this opportunity
Fairfax County, Virginia is issuing a recurring Request for Proposal (RFP 2000003079-12) through the Fairfax County Park Authority to procure recreational program services to meet the County's ongoing needs for resident programming. The procurement seeks qualified contractors to provide instructional classes (in-person and/or virtual), camps, clinics, seminars, workshops, day trips, residential programs, and leagues/tournaments across multiple program categories including adapted programs, fine and performing arts, outdoor recreation, martial arts, pet classes, and sports. The contract period extends from the date of award through December 31, 2031, with no renewal options, and the County anticipates making multiple awards with no guarantee of exclusivity or minimum business volume for any awarded vendor. Prospective offerors must complete extensive technical documentation including a Technical Questionnaire addressing program philosophy, instructional methods with lesson plans, behavior management policies, special needs accommodations, and safety/emergency preparedness plans; submit Program Outline Forms for each individual program specifying age groups, session frequency, student ratios, and delivery format; provide pricing documentation on the Pricing Form demonstrating per-student flat fees for County-collected programs or percentage/flat fee structures for league/tournament programs supported by cost and pricing data; and provide resumes and certifications for all instructional personnel along with three business references. Required qualifications include current First Aid and CPR certifications for all instructional staff, National Criminal Background checks and Child Protective Services registry clearances for all employees and volunteers, commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, workers' compensation insurance of $1,000,000, automobile liability insurance of $1,000,000, and adherence to ADA compliance standards. Evaluation criteria allocate 10 points for firm qualifications, 35 points for quality and detail of program response, 35 points for safety methodology, and 20 points for reasonableness of proposed fees, for a total of 100 points. Proposals must be submitted electronically through the Bonfire portal at https://fairfaxcounty.bonfirehub.com by June 9, 2026, with inquiries directed to Contract Specialist Nicole Cifci at (703) 324-2854 or Nicole.cifci@fairfaxcounty.gov.
The RFP does not specify any set-aside designations or restrictions limiting proposal eligibility based on organization type, though the Business Classification Schedule permits offerors to self-identify as small businesses, large businesses, non-profits, government agencies, or shelter workshops and to designate optional ownership classifications including women-owned, minority-owned, or service-disabled veteran-owned businesses. All proposals must comply with mandatory certifications including debarment/suspension status, ethics in public contracting, non-discrimination requirements, drug-free workplace certification, Immigration Reform and Control Act compliance, and Commonwealth authorization to conduct business in Virginia. Fairfax County is identified as an equal opportunity purchasing organization that does not discriminate based on race, religion, color, sex, national origin, age, disability, faith-based status, or any other basis prohibited by state law. The RFP documents do not identify specific incumbent vendors, current contractors, or existing infrastructure requiring integration, nor do they specify award values or budget ranges, indicating that pricing will be negotiated individually based on each contractor's cost and pricing data submissions and the County's evaluation of reasonableness in relation to proposed public fees and the County's desire to serve residents of all economic backgrounds.
