About this opportunity
The State of Utah Division of Purchasing is requesting bids for reclamation construction at the Sowbelly Gulch Project in Carbon County, Utah, with bids due July 21, 2026 and a mandatory pre-bid meeting and site visit on July 15, 2026 at 10:00 a.m. at Spring Canyon Trailhead in Helper, Utah. Attendance at the entire pre-bid meeting is required for bid eligibility; failure to attend results in bid rejection. Work must commence upon notice to proceed and be completed within 14 calendar days thereafter or by August 31, 2026, whichever is earlier, with weather delays potentially extending the completion date at the owner's discretion.
The scope includes closure of one abandoned coal mine, maintenance of four previously closed abandoned mines, and revegetation of disturbed areas at abandoned coal mines. Work encompasses block wall maintenance, native stone wall installation, backfill operations, concrete custom work, and revegetation activities. The bid schedule contains seven primary work items with estimated quantities ranging from 1 to 41 cubic yards.
The engineers' estimate is $35,000.00 for a single contract award to the lowest cost responsive and responsible vendor. A performance bond and payment bond each equal to 100 percent of the contract price are required within 14 days of award. Liquidated damages are $781.00 per calendar day for each day beyond the agreed completion date. Five percent of the total contract cost is withheld until all work is approved and accepted, except mobilization work, which has 40 percent withheld.
All contractors must hold a current Utah E100 license. Bidders must submit a list of proposed subcontractors for work items exceeding $5,000. Compliance with Davis-Bacon Act wage requirements and the Build America Buy America Act is mandatory. Funding is provided through federal Title IV of the Surface Mining Control and Reclamation Act (SMCRA) of 1977; the apparent low bidder and all subcontractors must pass Applicant/Violator System eligibility checks within 24 hours of bid opening to ensure no outstanding unpaid SMCRA fines. Bids are submitted electronically through U3P.
