About this file

This is a Bid Schedule file related to an Invitation for Bid (IFB) issued by the State of Utah Division of Purchasing, with the State of Utah Division of Oil, Gas and Mining serving as the conducting procurement unit. The project involves reclamation construction for the Sowbelly Gulch Project in Carbon County, Utah, which includes closure of one abandoned mine, maintenance of four previously closed abandoned mines, and revegetation of disturbed areas at abandoned coal mines. A mandatory pre-bid meeting and site visit is required at coordinates 39.699968, -110.921501, with vendors expected to visit additional project sites. Work must commence upon receipt of the Notice to Proceed and be completed within 14 calendar days or by August 31, 2026, whichever is earlier, with potential weather-related extensions at the discretion of the owner. The contract is anticipated to result in a single award to the lowest cost responsive and responsible vendor.

The engineers' estimate for this project is $35,000.00, and the vendor must guarantee its pricing through project completion. Contractors are subject to liquidated damages provisions under Article 12 of the contract terms. No specific set-asides, incumbent information, or detailed funding sources are identified in the bid schedule file itself. Vendors are required to submit bids in accordance with the specifications contained in the complete project specifications document (007959_specs_complete).

TOTAL CONTRACT BID PRICE WRITTEN:

By submitting a bid under this solicitation, I/we acknowledge that I/we have examined the site conditions and have made the measurements and evaluations necessary to plan and bid the WORK.
Summary Bid Schedule Notes:
The total contract bid price entered here MUST match the total bid price entered in the item section on SciQuest. If the amounts are different, the bid price entered in the item section of SciQuest will be considered the correct bid and will be considered the official bid to be evaluated with other bids received.
Award of CONTRACT will be based on the base "Bid Price." Contractors are cautioned to submit accurate unit prices for any variations in quantities. Verified quantities can go either up or down from the original estimated quantities. If a unit price appears high at the time of any change order, the OWNER reserves the right to negotiate that unit price down to a reasonable amount regardless of the unit prices quoted in this section.
The "Variation in Contract Bond Rate" will be used to adjust the Lump Sum Amount for bonds when the CONTRACT amount changes (see Section 0200, Part 5.01.D).

Detailed Bid Schedule Notes:
If a unit price appears to be excessive based on the market, OWNER reserves the right to negotiate that unit price for any change order. Otherwise the unit prices will be as bid.
The "Variation in Quantity Unit Price" on the Bid Schedule will be used for adjustments to the CONTRACT amount where the actual WORK quantity varies by more than 15% from the estimated quantity listed in the Bid Schedule (see Supplemental General Condition No. 26: Variation in Estimated Quantities). The "Variation in Quantity Unit Price" will also be used as the basis for determining costs for tasks not currently specified in the WORK that may be added in the future by change order.
Sites are listed here in the same sequence as they are listed in the Mine Closure Schedule in Appendix A, that is, sorted by tag number.
Revegetation is required at mine closure locations, but is considered incidental to the mine closure task. Costs for revegetation of mine closure locations should be incorporated into the mine closure bid. No separate bidding or payment will be made for mine closure revegetation.
