About this opportunity
The State of Colorado, through the Community Access Enterprise in partnership with the Colorado Energy Office, is soliciting quotes for a ReCharge Colorado Fleet Advisor to coordinate statewide electric vehicle education and outreach, with quotes due August 24, 2026. This is a Documented Quote (DQ) procurement, not a traditional RFP or IFB.
The scope encompasses three primary tasks: administrative functions including work planning and progress tracking; outreach and education activities involving collaboration with seven ReCharge Colorado Coaches to organize at least seven EV-focused educational events throughout the state, with priority in disproportionately-impacted communities; and capacity building through curriculum development and two training sessions for the coaching team. The contract term begins upon execution of the State-issued Purchase Order and runs through September 30, 2027, with options to renew annually for up to two additional years (maximum three-year total engagement).
The total budget is $100,000 per year on a firm fixed-price basis; quotes exceeding this amount will not be accepted. Respondents must submit quotes no longer than 15 pages (excluding resumes and supporting documents) via email to Tara Larwick at tara.larwick@state.co.us by August 24 at 5:00 PM Mountain Time. Estimated award date is August 26, 2026.
Minimum qualifications include at least two years of experience coordinating, planning, and executing meeting events; ability to host events on nights and weekends; experience working with diverse stakeholder groups; bilingual English and Spanish oral and written capabilities (ASL fluency considered highly desirable); demonstrated expertise in electric vehicles and charging infrastructure; and experience working with local governments, non-profits, and industry representatives. Award will be made to the responsible respondent whose acceptable quote is most advantageous to the State, with cost/price as the primary consideration. Respondents must comply with all accessibility requirements per Colorado standards and WCAG 2.1 Level AA guidelines, provide an Accessibility Vendor Document Checklist, and demonstrate compliance with AI governance and confidentiality protocols. Prior to Purchase Order execution, the awarded respondent must provide proof of Good Standing with the Colorado Secretary of State and an insurance certificate. Written inquiries are due August 14, 2026 at 12:00 PM Mountain Time.
