About this opportunity
The Washington Suburban Sanitary Commission, Maryland is soliciting sealed bids for the Western Branch Water Resource Recovery Facility Potable Water System Upgrade via IFB, with responses due July 27, 2026 at 2:00 p.m. through the WSSC eProcurement Portal. Award will be made to the lowest responsive and responsible bidder under Maryland Public Utilities Code competitive sealed bidding provisions.
The scope encompasses construction of a new well house, installation of approximately 3,980 linear feet of 8-inch C900 PVC DR-14 water line with ductile iron fittings and connections to treatment plant buildings, installation of a new electrical duct bank connecting to an existing manhole, and comprehensive sitework including erosion and sediment controls, site grading, and pavement restoration at 6600 Crain Highway, Upper Marlboro, Prince George's County. The project addresses a 1966-era well system located within a floodplain that exhibited total coliforms in recent water quality sampling and significant corrosion. Two production wells (one 6-inch and one 12-inch diameter, each 350 feet deep) and two well pumps (1,100 and 85 gallons per minute capacity) are included. All work must be performed without disrupting service to existing treatment plant buildings, with coordination in advance; work outside the standard 7:00 a.m. to 4:00 p.m., Monday–Friday schedule requires written authorization, and overtime costs ($165.00–$212.82 per hour depending on inspector type) are charged to the contractor.
Bidders must demonstrate minimum qualifications including experience constructing electrical, mechanical, structural, and instrumentation and control replacements or modifications in functioning water and wastewater treatment plants, with necessary manufacturing, field installation expertise, adequate manpower, equipment, and sufficient capital. The estimated contract value is $5.444 million over a two-year base term (potential option terms not to exceed two years require Chief Procurement Officer approval). Work is priced as a lump sum with 34 unit price items and 13 contingent unit price items; contingent allowances include $350,000 for unanticipated additional work and up to $75,000 for contingent 100-pound weight fittings. Liquidated damages are $3,950 per day. A bid guarantee of 5 percent of the total bid amount is required; performance, labor and material payment, and maintenance bonds, each equal to 100 percent of contract price, are required within 10 days of award. WSSC retains 5 percent of each payment under Maryland's Little Miller Act, and contractors must make timely payments to subcontractors and suppliers using the same or better retainage terms.
A non-mandatory pre-bid meeting is scheduled June 3, 2026 at 10:00 a.m. via Microsoft Teams. Questions are due June 9, 2026 at 2:00 p.m. Site visits are available upon request. Addendum #3 Revision was posted June 22, 2026. Notice of Intent to Award is scheduled August 6, 2026; estimated award date September 25, 2026; Notice to Proceed October 1, 2026.
