About this file
This is a Scope of Work document for the Washington Suburban Sanitary Commission (WSSC) in Maryland regarding the Western Branch Water Resource Recovery Facility Potable Water System Upgrade project. The project involves construction of a new well house, water line, and connections to treatment plant buildings; installation of a new electrical duct bank connecting to an existing manhole; and all associated sitework including erosion and sediment controls, site grading, and pavement restoration. The facility, located at 6600 Crain Highway, Upper Marlboro, Maryland, currently relies on a 1966-era well approximately 341 feet deep that is located within a floodplain and exhibits corrosion issues, with recent water quality testing detecting total coliforms. Construction is estimated to take two years, with work occurring during normal business hours from 7:00 am to 4:00 pm. Sealed responses must be submitted via WSSC's eProcurement Portal prior to 2:00 pm on Monday, July 27, 2026. The base contract term is two years.
The project operates as a Requirements Contract, meaning WSSC has no obligation to purchase any materials and the stated quantities serve only as estimates based on previous usage and projected needs rather than guaranteed amounts. Key deliverables include daily reports, compaction and erosion control system testing reports, and as-built documentation. The Contractor Project Manager will oversee construction, design management, coordination, scheduling, quality control, and safety compliance, while the WSSC Project Manager will serve as the agency representative overseeing the project from concept to completion, managing budgeting, scheduling, quality control, and stakeholder coordination. No pricing terms, set-asides, funding amounts, or incumbent information are specified in the Scope of Work document.

WESTERN BRANCH WRRF
POTABLE WATER SYSTEM UPGRADES
SCOPE OF WORK
1. BACKGROUND/PURPOSE
The background/purpose shall provide the Bidder’s with a general history of the requested need.
Western Branch Water Resource Recovery Facility uses groundwater as its source of potable water. An on-site water well, pumps and pipeline distribute water to the different buildings within the facility. For process related water needs, there is an independent system that uses plant effluent as its source.
The well was drilled in 1966 when the original 5 MGD plant was constructed. At that time, the well provided both potable water and process water for the small plant. The well is approximately 341 feet deep. When the plant was expanded to 30 MGD in the mid-1970s, the potable water pipeline system was dedicated to only supply potable water to the plant including fire hydrants on the east side.
The existing potable water well lies within the flood plain. The piping and components within the below ground well vault are corroded. Water quality from the potable water system is also of concern as recent sampling results tested positive for total coliforms.
