About this file
This is an Invitation for Bid (IFB) template issued by the Washington Suburban Sanitary Commission (WSSC) in Maryland for the Western Branch Potable Water System Upgrade project. The solicitation requests construction services including a new well house, water line and connections to treatment plant buildings, installation of a new electrical duct bank, and all associated sitework including erosion and sediment controls, site grading, and pavement restoration. The project is located at 6600 Crain Highway, Upper Marlboro, Maryland. The procurement schedule indicates a Pre-Bid Conference on June 3, 2026, with a clarification questions deadline of June 9, 2026, and bid submissions due July 1, 2026. Site visits are available upon request. The Notice of Intent to Award is scheduled for August 6, 2026, with an estimated award date of September 25, 2026 and a Notice to Proceed on October 1, 2026. The contract term is a fixed two-year base term with an estimated start date of September 4, 2026, and the document references potential option terms not to exceed two years, though these require Chief Procurement Officer approval.
The award will be made on a lowest bid basis using a lump sum pricing approach, with an estimated contract value of $5,444,150.00. Bidders must meet minimum qualifications demonstrating experience constructing electrical, mechanical, structural, and instrumentation and control replacements or modifications in functioning water and wastewater treatment plants, along with necessary manufacturing and field installation expertise, manpower, equipment, and capital. Required submittals include bid documentation with daily reports, compaction and erosion control testing reports, and as-built documentation. Construction is expected to occur over the two-year term during normal hours from 7:00 a.m. to 4:00 p.m. The project addresses a 1966 well system within a floodplain that supplies potable water to the 30 MGD Western Branch Water Resource Recovery Facility; recent water quality sampling detected total coliforms, and existing piping and components show significant corrosion, necessitating the system upgrade.

SCOPE OF WORK/SPECIFICATIONS SECTION
1. BACKGROUND/PURPOSE
The background/purpose shall provide the Bidder’s with a general history of the requested need.
Western Branch Water Resource Recovery Facility uses groundwater as its source of potable water. An on-site water well, pumps and pipeline distribute water to the different buildings within the facility. For process related water needs, there is an independent system that uses plant effluent as its source.
The well was drilled in 1966 when the original 5 MGD plant was constructed. At that time, the well provided both potable water and process water for the small plant. The well is approximately 341 feet deep. When the plant was expanded to 30 MGD in the mid-1970s, the potable water pipeline system was dedicated to only supply potable water to the plant including fire hydrants on the east side.
The existing potable water well lies within the flood plain. The piping and components within the below ground well vault are corroded. Water quality from the potable water system is also of concern as recent sampling results tested positive for total coliforms.
