About this opportunity

The Oregon Department of Transportation (ODOT) is soliciting competitive bids for the Rebid NB Boone Bridge Joint Rehabilitation Project (Invitation to Bid #S-73000-00015864), a construction procurement for critical bridge infrastructure work on the northbound Boone Bridge spanning the Willamette River at Interstate 5 milepost 283.11 in Clackamas County, Oregon. The scope of work includes constructing temporary and permanent bridge joints; constructing a premixed polymer concrete overlay; installing pavement markings; removing existing temporary work access and containment structures; performing bridge deck surface preparation (25 square yards of Class 2 preparation and 468 square yards of existing polymer concrete removal); furnishing and installing modular bridge expansion joint systems; pressure washing and structural steel coping work (16 units); repairing support bars (36 units); and installing white pavement markers (10 units) and methyl methacrylate surface profiling (210 linear feet). Bids must be submitted electronically through the OregonBuys system by the closing deadline of February 18, 2026, with a public bid opening to follow immediately via Microsoft Teams where only bidder names and amounts will be announced. The project requires contractors to be licensed with the Oregon Construction Contractors Board and to demonstrate responsibility through financial stability, past performance on similar projects, and compliance with all applicable Oregon and federal laws. Bid security equal to 10% of the total bid amount is required in the form of a bid bond, certified check, cashier's check, or irrevocable letter of credit submitted prior to closing. The awarded contractor must achieve Substantial Completion by October 8, 2026, and Final Completion by October 16, 2026, with liquidated damages of $1,100 per calendar day assessed for failure to meet the Substantial Completion deadline, plus additional damages for lane closures and traffic stoppages exceeding specified limits.

The project is subject to prevailing wage rate requirements established by the Oregon Bureau of Labor and Industries (BOLI) for Clackamas BOLI Region 2 (effective January 5, 2026) and State Buy America requirements under ORS 279C.303, requiring that steel, iron, coatings for steel and iron, and manufactured products incorporated into permanent structures be produced in the United States, with specific products listed in Exhibit 8. Modular Bridge Joint Systems must be furnished by Watson Bowman Acme or an approved equal vendor, with extensive design, testing, and installation requirements including pre-placement conferences and watertightness testing. Traffic lane closures on I-5 are permitted only during specified nighttime windows (single lane closures between 8:00 p.m. and 5:00 a.m. nightly; two-lane closures between 9:00 p.m. and 5:00 a.m.; and three-lane closures between 10:00 p.m. and 5:00 a.m. on Saturday nights through Saturday mornings), with limited duration full road closures not exceeding two hours permitted for bridge joint repair work between 1:00 a.m. and 3:00 a.m. on northbound lanes (only two occurrences allowed). Load restrictions limit combined weight of construction vehicles, equipment, and daily material usage to 65,000 pounds per 1,000 square feet or 200,000 pounds per span, whichever is less. The estimated project cost for bonding purposes ranges from $2,000,000 to $2,500,000, with funding anticipated from State sources and award contingent upon the Agency's receipt of sufficient funding. The awarded bidder must provide proof of insurance, performance and payment bonds each equal to 100% of the contract price, and a W-9 form within 7 days of request or risk forfeiture of bid security.
