About this opportunity

The State of Maryland, Department of General Services, Office of State Procurement is requesting proposals for Real Estate Brokerage, Transaction Management, and Strategic Planning Services under RFP BPM053853, with proposals due February 26, 2026 at 1:00 p.m. Eastern Time. MBE participation goals and a living wage compliance requirement apply — all Maryland Department of Transportation (MDOT)-certified MBEs must be used to meet stated goals, and contractors on service contracts over $100,000 must comply with Maryland living wage requirements based on contract location tier classification (Tier 1: Montgomery, Prince George's, Howard, Anne Arundel, Baltimore County, and Baltimore City; Tier 2: all other Maryland counties).

The scope encompasses real estate brokerage representation for property transactions, transaction management and closing coordination, market analysis and strategic planning, lease negotiation support, and property valuation guidance. The state has inventoried 162 active commercial leases across multiple state agencies with expiration dates spanning August 2026 through December 2033, ranging from approximately 532 to 234,000 rentable square feet across Maryland jurisdictions including Baltimore City, Baltimore County, Anne Arundel, Howard, Montgomery, Prince George's, and Washington counties.

The anticipated contract term is three years with options to renew for up to two additional one-year periods (potential five-year total). One sample financial proposal submitted to the state shows estimated commission values of $4.37 million for the initial three-year period and $7.55 million for the two-year renewal option, with a combined estimated value of $11.93 million based on 3% of anticipated rental amounts, plus hourly consulting service billing rates for multiple positions. Pricing structures include commissions on new leases for current properties and on leases for new properties involving relocations of 25,000 square feet or greater, plus consulting services hourly rates.

Amendment #2 was issued February 11, 2026, incorporating Round 1 vendor Q&A responses and attaching Appendix 3 (pending lease renewal transactions). All offerors must acknowledge receipt of Amendment #2 per COMAR 21.05.02.08 or face proposal rejection. A pre-proposal conference RSVP response form is available; attendees must confirm via email to the Procurement Officer. Offerors must submit completed MBE Utilization and Fair Solicitation Affidavits (Attachment D-1A) with their proposals; failure to do so may result in rejection or determination of non-responsiveness. Economic benefit factors may be proposed and scored as contractually enforceable commitments with quarterly reporting required. Living wage affidavits of agreement must be completed and submitted with proposals identifying service delivery locations.
