About this file

This is a Request for Proposal (RFP) Pre-Proposal Summary issued by the Maryland Department of General Services, Office of Real Estate (DGS-ORE) for Real Estate Brokerage, Transaction Management, and Strategic Planning Services. The RFP seeks qualified vendors to provide comprehensive real estate services including brokerage activities, transaction management, and strategic planning consultation to support the State's real estate portfolio and operations. The solicitation establishes a framework for evaluating proposals based on the vendor's experience, qualifications, and approach to delivering these specialized services. The RFP process includes specific timelines for proposal submission, with vendors required to submit responses by stated deadlines. A pre-proposal conference or bidders' meeting may be conducted to allow potential respondents to clarify requirements and ask questions regarding the scope of work. The anticipated contract term and any renewal options would be structured to provide the State with flexibility in managing its real estate needs while maintaining continuity of service delivery.

Pricing and compensation terms will be evaluated as part of the proposal review process, with the State considering cost-effectiveness alongside qualifications and past performance. The contract may include set-asides for small businesses or minority-owned enterprises consistent with Maryland procurement preferences. Information regarding any incumbent contractor, current service provider performance, and the State's specific funding sources and budget allocation for these services would be detailed in the full RFP documentation. Award decisions will be based on a comprehensive evaluation of proposals against stated criteria, with the successful vendor selected through a competitive and transparent procurement process.
