About this opportunity

The County of Volusia is seeking licensed real estate brokers to provide comprehensive brokerage services for county-owned properties through a Request for Statement of Qualifications (RSQ). The procurement aims to contract with at least two firms to ensure market coverage on both the east and west sides of the county, with services including listing, marketing, managing, and selling county land, buildings, commercial property, and residential properties. Key deliverables encompass developing marketing plans, coordinating real estate transactions, conducting property searches, performing market analyses, and specifically managing Neighborhood Stabilization Program (NSP) home sales to income-eligible first-time homebuyers. Respondents must be licensed Florida real estate brokers with professional certifications, Fair Housing Act training, and at least five years of similar experience. The evaluation criteria will weight qualifications (22.2%), references (22.2%), marketing plan and project approach (22.2%), pricing structure (22.2%), and office location/staff within Volusia County (11.1%). The solicitation was released on November 21, 2025, with questions due by December 3, 2025, and proposal submissions required by December 17, 2025, at 3:01 p.m. through the County's OpenGov eProcurement portal.

The contract does not specify explicit set-aside designations for disadvantaged enterprises, though it requires compliance with E-Verify regulations, Americans with Disabilities Act provisions, and Florida public records laws. No incumbent vendors are mentioned in the documentation. The contract will have an initial three-year term with two optional one-year renewals, contingent upon mutual written agreement and County Council approval. Compensation will be determined through commission structures and service fees submitted by respondents, with no predetermined contract value specified. Contractors must maintain comprehensive insurance coverage, including Workers Compensation, Commercial General Liability ($1,000,000 per occurrence), Auto Liability ($300,000), and Professional Liability ($1,000,000 per claim). Additional compliance requirements include drug-free workplace policies, human trafficking attestation, and prohibition against boycotts of Israel per Florida Statute 287.135. The County reserves the right to award to multiple contractors and to reject any or all proposals based on overall qualifications.
