The procurement encompasses thirteen line items including Ready Mix Concrete in five grades (2500 PSI, 3000 PSI, 3000 PSI with Fiber Additive, 3000 PSI Pea Stone/Rock Mix, and 4000 PSI), Flowable Fill Concrete in excavatable and non-excavatable types, 2-inch Pump Mix Concrete, and Concrete Admixture Type C Accelerate. All products must be delivered within Volusia County with a minimum 24-hour advance notice, with pricing submitted on a per-cubic-yard basis except for the admixture which is priced per one percent of concrete volume; minimum load charges apply to orders under 5.5 cubic yards. Responses must be submitted electronically through the County's eProcurement Portal at https://procurement.opengov.com/portal/volusia by April 23, 2026, at 3:00 p.m., with a question submission deadline of April 9, 2026, at 11:59 p.m. Evaluation criteria include total cost, delivery capability, past performance supported by three references from similar projects completed within the last three years, technical specifications compliance, and overall value. The successful respondent will receive an initial three-year term with two optional one-year renewals contingent upon mutual written agreement and County Council approval, with pricing proposals remaining firm for at least ninety days from solicitation opening and covering all delivery costs, handling, and shipping.
The County offers a local preference of three percent to respondents with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to the closing date, with an additional two percent preference available if subcontractors performing fifty-one percent or greater of the work qualify as local businesses. Contractors must maintain comprehensive insurance coverage including workers' compensation with Florida statutory limits and waiver of subrogation, commercial general liability with an each occurrence limit of $1,000,000 and general aggregate of $2,000,000, and auto liability with a combined single limit of $1,000,000, with the County named as an additional insured on all applicable policies. Price redeterminations are permitted once annually after the first year based on documented increases in wages, fuel, or materials using the Employment Cost Index or Producer Price Index. The County reserves the right to award to multiple vendors, reject all responses, negotiate for additional similar products, or cancel the solicitation if deemed in the County's best interest, and no minimum expenditure is guaranteed. While no specific award value or budget range is disclosed, payment will be remitted within forty-five business days of invoice receipt or product delivery.
