About this opportunity

The City of Charlotte's Department of Transportation is soliciting bids for an indefinite quantity, unit price contract to supply ready mix concrete and bulk Portland cement for the Street Maintenance Division through ITB #269-2026-203. The procurement will support maintenance and repair activities across the city's 2,200 miles of sidewalks, 32,000 accessible ramps, and 900 signalized intersections, specifically for sidewalk installation, curbs and gutters, driveways, traffic signal cabinet foundations, pedestrian signal foundations, and accessible ramps. All products must be new and comply with specified standards, including ready mix concrete conforming to North Carolina Department of Transportation standards with a maximum slump of five inches and minimum compressive strength of 3,600 PSI at 28 days, and Portland cement meeting AASHTO M 85 Type II and Type III and ASTM C150 standards; all materials must be manufactured, coupled, and tested in the USA. The pricing sheet includes 23 line items with estimated annual quantities ranging from 20 to 750 cubic yards depending on specification and delivery method. Key requirements include delivery within 48 hours of order placement on an FOB destination basis with no additional shipping charges, maintenance of commercial general liability insurance of at least $1,000,000 per occurrence, provision of a full-time Account Executive available by cell phone with two business day response capability, and submission of monthly usage reports and quarterly reports on minority and recycled products. The bid submission deadline is May 19, 2026 at 11:00 p.m. EST through the Bonfire Procurement Portal, with a non-mandatory pre-bid conference scheduled for May 1, 2026 at 11:00 a.m. EST via Microsoft Teams, written questions due by April 29, 2026, and final questions due by May 6, 2026. The City will conduct bid opening via Microsoft Teams on May 19, 2026, with contract award anticipated for June 9, 2026. The evaluation criteria include lowest responsive responsible bidder status, with consideration given to qualifications, quality, delivery performance, and environmentally preferable attributes, and the City reserves the right to make multiple awards or award by item combination as deemed in its best interest.

All bidders must certify compliance with the City's Non-Discrimination Policy, certify non-discrimination in subcontractor and supplier selection without regard to race, color, gender, religion, national origin, ethnicity, age, familial status, sex, veteran status, pregnancy, natural hairstyle, disability, or other unlawful discrimination, disclose any discrimination complaints or pending legal proceedings filed within the past ten years, and comply with the City's Conflict of Interest Policy. Bidders must also submit a Certification Regarding Debarment affirming that neither they nor their principals are currently debarred, suspended, proposed for debarment, or declared ineligible by any federal or state agency, and certifying they have not been convicted of or had civil judgment rendered against them for fraud, criminal offenses in connection with public transactions, antitrust or procurement violations, or embezzlement within the three-year period preceding the proposal. Additionally, all bidders must comply with federal contracting terms including E-Verify requirements and prohibitions on contracts with companies identified as ineligible under North Carolina law, and must provide three client references excluding the City of Charlotte demonstrating experience with similar services. The contract term will be one year from the award date with the City holding the option to renew for up to three additional one-year terms, provided price increases on renewal are limited to legitimate, bona fide increases in material costs and require written City approval. The sample contract specifies no minimum purchase commitment and imposes no financial obligation on the City absent issuance of a purchase order, with prices remaining firm throughout the initial contract term. No specific award value or budget range is listed; however, the contract is structured as an indefinite quantity procurement with actual purchases to be ordered on an as-needed basis through individual purchase orders.
