About this opportunity

The City of Asheville Public Works Department is soliciting bids for the FY27 Utility Cut Concrete Repair project under Advertisement 298-FY27-PW-Bid-UtilityCutConcrete, with questions due November 16, 2026 at 4:00 p.m. and bids due December 2, 2026 at 3:00 p.m. Bidders must hold current North Carolina General Contractor licenses with appropriate classification and must be certified building or highway contractors. The City will not contract with bidders delinquent in ad valorem taxes owed to the City.

The work repairs concrete sites damaged by utility installations throughout Asheville city limits and associated county areas. Sites typically measure 5' x 5' to 8' x 10', and some involve curb or curb and gutter repairs only. Every concrete pour must be completed the same day excavation occurs, and no site may remain open overnight. Each location requires a minimum of three site visits: an initial meeting with the inspector, performance of work, and site opening. Work orders are issued in batches of 10, and new assignments are withheld until prior batches are completed. Untimely performance results in liquidated damages. Contractors must comply with the City's drug-free workplace policy.

No contract value is stated. Bids must include all costs for required insurance, bonds, and applicable local, state, and federal taxes. Award goes to the lowest responsible, responsive bidder qualified to perform the work. Construction is scheduled to commence February 8, 2027. Billing occurs twice monthly on the 15th and 30th (or the preceding work day), with itemized invoices listing work order numbers, dates, addresses, cut dimensions, and individual cut costs.

Bids are submitted to Chuck Watson at cwatson@ashevillenc.gov, and questions are answered through written addenda. Bid documents are available digitally at no cost at www.ashevillenc.gov/bids.
