A 26 percent HUB subcontracting goal applies; all bidders must submit a HUB Subcontracting Plan regardless of subcontracting intent.
The scope is a turnkey removal and replacement project: removal of two existing 700 series hoists and installation of two new 800 series hoists or equivalent with motorized trolleys. The Large Mass Laboratory trolley requires a 25-foot span with 18-foot lift capacity at 460 VAC; the Drive Thru Area trolley requires a 14-foot span with 18-foot lift capacity at 460 VAC. Each hoist must have minimum 3-ton capacity, electric wire rope type with dual-speed operation, and one-handed pushbutton controls. All wiring must comply with the National Electrical Code and OSHA standards. Pricing must include materials, labor, installation equipment, freight F.O.B. destination, and delivery with one-week advance notice. The contractor must provide a minimum one-year warranty covering parts and labor, load test certification using customer-supplied weights, and maintenance services with minimal downtime commitments. All work must occur during normal business hours unless otherwise agreed.
The contract term runs from the effective date through August 31, 2027. The estimated contract value exceeds $100,000. Payment follows the Texas Prompt Payment Act, within 30 days of receipt of properly prepared invoices and service acceptance. Bidders must provide three references from work performed within the past year, demonstrate financial responsibility and organizational capacity, maintain current Texas business registration, and comply with debarment and suspension certifications. Sealed responses must be submitted electronically to bidroom@texasagriculture.gov by 3:00 PM Central Time on August 24, 2026.
