The total funding available is $3.301889 million for an 18-month contract period, sourced from Homeless Housing, Assistance and Prevention (HHAP) Program funding and Emergency Solutions Grant (ESG) funding. Program A serves individuals aged 62 and older experiencing homelessness; Program B serves families with at least one adult and at least one minor child, a pregnant woman, or adult-only households; Program C serves transitional age youth aged 18–24. Respondents may apply for one or multiple program components. Respondents must demonstrate a minimum of five consecutive years of experience developing, implementing, and supporting a Homeless Response System and provide evidence of similar-sized projects for at least one public agency.
The initial contract term is two years with an option to renew for three additional one-year periods, contingent upon Board of Supervisors approval, available funding, contractor performance, and service need. Payment is made in arrears based on actual costs incurred. Board of Supervisors approval is required for any single contractor exceeding $200,000 annually or $1,000,000 total contract value across all years.
Evaluation uses a three-phase scoring methodology: Phase 1 (Written Response) worth 700 points, Phase 2 (Interview) worth 200 points, and Phase 3 (Cost Proposal) worth 100 points. Proposals must remain valid for 365 calendar days from the closing date. Respondents must attest alignment with the Commission to End Homelessness' Homeless Service System Pillars Report and comply with Orange County Standards of Care for Emergency Shelter Providers.
