About this opportunity
The County of Orange Health Care Agency is issuing Request for Applications (RFA) 042-3011901-CC to procure Conditional Release Program (CONREP) Supplemental Rate Housing Services for justice-involved adults ages 18 and older ordered to conditional release by the Superior Court or Board of Parole Hearings. The primary objective is to provide safe, supervised housing with ancillary services including facility and individual service plan development, separate sleeping quarters with lounge areas, 24/7 operations in alcohol and drug-free environments, transportation assistance, medication management, behavioral supervision, and life skills training. Qualified applicants must be Adult Residential Facilities licensed by the State Department of Social Services under California Code of Regulations Title 22 Division 6, must not appear on federal or state exclusion lists (including the Office of the Inspector General's Cumulative Sanction List, General Services Administration's excluded parties list, and California Medi-Cal Suspended and Ineligible Provider List), and must submit recent CPA-prepared financial statements, evidence of proper licensing and certifications, board of directors information, and three reference letters from comparable public sector entities within the past five years. The County will refer all clients to selected providers and reserves the right to award single or multiple contracts. Key deadlines include a Questions and Answers deadline of April 23, 2026, an initial application submission deadline of April 30, 2026, and a final application submission deadline of April 1, 2027. Reimbursement is provided on a per-bed-day basis at $9.00 per bed day in accordance with Welfare and Institutions Code Section 4075 and state-approved CONREP Residential Care Facility Supplemental Services guidelines.
Applicants may include nonprofits, medical corporations, professional corporations, for-profit corporations, educational institutions, public educational institutions, local government agencies, partnerships, or sole proprietors, with no specific set-asides or disadvantaged enterprise restrictions indicated in the procurement documents. The contract term runs from July 1, 2026 through June 30, 2028, divided into two one-year periods. Contractors must maintain Commercial General Liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, Workers' Compensation coverage, Network Security and Privacy Liability insurance of $1,000,000, and Sexual Misconduct Liability insurance of $1,000,000, in addition to full compliance with federal and state health care regulations and HIPAA requirements. The aggregate funding amount represents a total to be shared among all selected applicants with no guarantee of a specific number of referrals to any individual provider, with individual contractor payments constituting only a fraction of the estimated total. The contract is contingent upon continued availability of federal, state, and county funding and inclusion of sufficient funds in the Board of Supervisors' approved budgets. Applications must be submitted electronically in PDF format through the County's online bidding system.
