About this opportunity

The Central Florida Tourism Oversight District (CFTOD) is requesting bids on rehabilitation of Rapid Infiltration Basins (RIBs) across Osceola County under ITB-C007144, with bids due October 1, 2026. A three-year phasing plan spans fiscal years 2027 through 2029 with work sequenced across five cells in FY 2027 (Cells 66–70), five cells in FY 2028 (Cells 48–50, 52–53), and six cells in FY 2029 (Cells 57–60, 71–72). Bidders eligible under the Opportunity Zone Program (serving Orange, Osceola, Lake, Polk, or Seminole counties with main office in a designated Qualified Opportunity Zone) or the Buy Local or Veteran Small Business Program (operating in the five-county region for at least six months prior, or owner maintaining primary residence within jurisdictional boundaries; or veteran-owned and listed in the federal Database of Veteran-owned Businesses) may submit an Affidavit of Eligibility.

The scope includes removal of existing 45 mil Hypalon liners, installation of new 60 mil HDPE liners, earthwork, grading, excavation and backfilling of anchor trenches, batten bar installation where needed, concrete work, and berm and exterior slope restoration including sodding. Contractors must hold an active General Contractor or Underground Utility & Excavation License. The contractor must self-perform the majority of work with its own workforce unless the District approves subcontracting in writing; all subcontractors require District approval. Bidders must submit a minimum of three references for similar RIB rehabilitation or stormwater/infiltration system work completed within the past five years.

Work occurs at multiple basin locations on State Road 429 in Osceola County during normal business hours (7:00 AM to 4:00 PM Monday–Friday) or as approved by the Owner. Project milestones include shop drawings within 30 days of Notice to Proceed, demolition completion at NTP+30, substantial completion at NTP+60, and final completion at NTP+90. Contractors must maintain dedicated full-time project management and construction superintendent personnel, prepare a Storm Water Pollution Prevention Plan and Turbidity Control Plan, obtain dewatering permits, manage erosion and sedimentation control, and coordinate utilities. All work must be warranted free from defects for one year from completion. Bid pricing must include temporary traffic control and severe weather preparedness costs. Contractors must submit affidavits certifying compliance with foreign countries of concern and human trafficking prohibitions, conflict-of-interest and public entity crime restrictions, and Florida Trench Safety Act requirements. Commercial General Liability ($1,000,000), Automobile Liability ($1,000,000), Workers' Compensation, and Umbrella Liability ($1,000,000; $4,000,000 if crane operations included) are mandatory, all with AM Best A- or equivalent rating and CFTOD named as Additional Insured.
