About this file

This file consists of two specification sections for Solicitation No. ITB-C007144 issued by the Central Florida Tourism Oversight District (CFTOD) for the Rapid Infiltration Basins (RIBS) Rehabilitation project covering fiscal years 2027, 2028, and 2029. Section 01560 addresses erosion control and dewatering requirements, while Section 01710 covers cleaning and site maintenance standards. The contractor must prepare a Storm Water Pollution Prevention Plan (SWPPP) using CFTOD templates and submit it for CFTOD Planning and Engineering review, which requires 30 days for initial review and revision requests. When work occurs within active waterbodies or within 15 feet of the top slope of waterbodies, the contractor must develop a Turbidity Control Plan with detailed best management practices and provide full-depth turbidity curtains. Dewatering permits must be obtained through CFTOD Planning and Engineering with approval from the South Florida Water Management District (SFWMD), and no dewatering may commence until written approval is received.

The contractor bears responsibility for all erosion control devices, maintenance, and environmental compliance throughout the project. If dewatering extends longer than two weeks near wetlands, a professional geotechnical engineer licensed in Florida must provide a wetland rehydration analysis considering normal and seasonal water elevations. Similarly, if dewatering occurs within 1,000 feet of known contamination areas, an engineered analysis must document that plume migration will not occur, with all SFWMD-required monitoring conducted at the contractor's expense. Regarding cleaning obligations, the contractor must maintain the job site and surrounding public properties free of waste and debris throughout construction, conduct final cleaning including removal of all materials and restoration of surfaces to specified condition, and arrange legal disposal of all waste materials off-site. The contractor must wet down materials to control dust, schedule operations to prevent contamination of newly painted surfaces, and leave the site clean and ready for occupancy. If the contractor fails to comply with cleaning requirements, the owner reserves the right to perform cleanup work and deduct costs from monies due to the contractor.

This can also include items such as sheet pile information, bypass pumping, etc. that may be required to manage flow during course of work. Contractor shall be advised CFTOD Planning and Engineering has 30 days to review Turbidity Control Plan submittals, including both initial submittal and any request for additional information submittal. Contractors shall plan accordingly.

3. Turbidity Curtains: The Contractor shall provide full depth turbidity curtains wherever required by its approved SWPPP.

Further, the analysis shall consider the normal pool and seasonal high water elevations of any wetlands and surface waters adjacent to the proposed dewatering activities.

b. If any de-watering activity occurs near a known area of contamination (within 1000 feet), then the Contractor shall provide an analysis engineered by a professional geotechnical engineer licensed to do business in the State of Florida that provides sufficient documentation that any plume will not be adversely impacted or caused to
