About this opportunity

The Bureau of the State House, a Massachusetts state agency, is soliciting responses for Radiation Safety Officer services through a Request for Response, with responses due November 12, 2026 at 5:00 PM EST. This procurement is designated for the Small Business Purchasing Program (SBPP), and SBPP-registered participants meeting the best value criteria will be awarded the contract in preference to non-SBPP bidders.

The contractor will serve as radiation safety officer on the Bureau's state registration and oversee all radioactive materials and licenses under 105 CMR 120 for Cabinet X-ray systems. Duties include writing and annually updating a Radiation Protection Program, performing annual RPP audits, overseeing radiation surveys and safety interlock testing, responding to state compliance audits, supporting state inspectors during announced or unannounced inspections, and filing and maintaining state registration. The contractor also delivers annual online radiation safety training to approximately 55 operators and maintains the training database and documentation. Responses must include details of the online training curriculum and license information or proof of registration with the Massachusetts Department of Public Health, Bureau of Climate and Environmental Health, Division of Radiation Control. Contractors must comply with environmentally preferable product and service requirements under Executive Order 515.

The estimated procurement value is $40,000. The initial term is two years with two one-year renewal options, for a maximum duration of four years, with an estimated start date of January 1, 2027. Evaluation uses a 100-point scale: pricing (50 points), ability to meet RFR specifications (20 points), and experience with the Bureau of the State House (30 points). The apparent successful bidder will be notified by November 20, 2026. Responses must be submitted electronically through COMMBUYS and include the completed Commonwealth Terms and Conditions, Contractor Authorized Signatory Listing, Authorization for Electronic Funds Transfer, Prompt Payment Discount Form, and Business Reference Form.
