About this file

This Request for Response (RFR) is issued by the Bureau of the State House, a Massachusetts state agency, to procure Radiation Safety Officer services. The Bureau seeks a qualified contractor to oversee all radioactive materials, manage licenses, conduct training, and ensure compliance with Massachusetts state radiation safety regulations, specifically 105 CMR 120 for Cabinet X-ray systems. The scope of services includes writing and annually updating a Radiation Protection Program (RPP), performing annual audits of the RPP, overseeing radiation surveys and safety interlock testing, responding to state compliance audits, providing information to state inspectors during announced or unannounced inspections, filing and maintaining state registration, and delivering annual online radiation safety training to approximately 55 operators while maintaining a training database and documentation. The selected contractor will be designated as the radiation safety officer on the Bureau's state registration. The RFR was released October 29, 2026, with a bid response deadline of November 12, 2026, at 5:00 PM EST. The apparent successful bidder is anticipated to be notified by November 20, 2026, with an estimated contract start date of January 1, 2027. The initial contract term is two years with two one-year renewal options, for a total maximum contract duration of four years.

The estimated procurement value is $40,000. Evaluation of responses will be based on pricing (50 points), ability to meet RFR specifications (20 points), and experience with the Bureau of the State House (30 points), for a total of 100 possible points. This procurement is designated for the Small Business Purchasing Program (SBPP), and SBPP-registered participants meeting the best value criteria will be awarded the contract in preference to non-SBPP bidders. All responses must be submitted electronically through COMMBUYS and must include details of the online training curriculum, as well as license information or proof of registration with the Massachusetts Department of Public Health, Bureau of Climate and Environmental Health, Division of Radiation Control. Contractors must also comply with environmentally preferable product and service requirements under Executive Order 515.
