About this opportunity
The City of Salt Lake City Department of Public Services is requesting sealed bids for the RAC Playground with Shade Sails project (PRK21071) at 2280 N Rose Park Lane, with bids due September 30, 2026 at 2:00 p.m. The bid deadline has passed; this opportunity is archived.
The scope includes furnishing and installing playground equipment, shade sails, play safety surfacing, concrete walks, ramps, and flatwork; adding plantings; and modifying existing irrigation and storm drainage systems. Two of three shade structures are 12 feet in height; the third is 14 feet. The City prefers backed benches. The contract is lump-sum, 90 calendar days after Notice to Proceed (anticipated October 2026 with substantial completion in May 2027), excluding winter shutdown days. On-site work does not begin until October 26, 2026.
The engineer's estimate exceeds $250,000 but remains below $2,000,000. Bid security equal to 5 percent of the total bid is required. Performance and payment bonds must be provided, with insurance policies rated A− or better by A.M. Best Company or listed in the U.S. Treasury Department's Approved Sureties. Liquidated damages are assessed at $350 per day for failure to meet completion deadlines.
The City will award the contract under its Value-Based Procurement Program, which considers non-discrimination policy, apprenticeship program sponsorship, drug-testing programs, and local small-business status; the submission is voluntary but may place non-participating bidders at competitive disadvantage. Bidders must submit a Work Environment Certification Form. The project does not require prevailing wage rates and is not CDBG-funded.
Addendum No. 1 was issued September 28, 2026, with responses to bidder questions and revisions to drawings. Questions were due September 24 at 5:00 p.m., with responses by September 28. The pre-bid conference was held September 22 at 10:00 a.m. via Microsoft Teams with an optional site visit at 11:30 a.m. Bids are being publicly opened via Teams at approximately 2:15 p.m. on September 30. Bid validity is 45 days after opening. Contract documents and addenda are available via Bonfire at utah.bonfirehub.com. For accessibility assistance, contact the City Architect's Office at 801-535-6224 (Debby Newton).
