About this opportunity

The Texas Health and Human Services Commission, procuring on behalf of the Texas Department of Family and Protective Services (DFPS), is requesting bids for the Quetech Annual Support Plan annual server hosting service under IFB HHS0017704, with responses due August 5, 2026, at 10:30 AM CST and questions due July 24, 2026.

The scope encompasses annual software maintenance and server hosting for the WorkStudy+ data collection application, which supports installation on up to 200 iOS/Android devices and the WorkStudy+ Excel analysis add-in on unlimited Windows PCs, with all upgrades and updates included. Respondents must provide firm, fixed pricing covering all labor, equipment, materials, supplies, and related expenses. DFPS may award contracts to multiple respondents across all 11 DFPS regions; individual awardees may receive contracts for single or multiple regions.

The initial contract term runs from the date of award through October 31, 2028, with one renewal option extending from November 1, 2028, through October 31, 2030, and an additional extension option of up to one year at DFPS's sole discretion. Price adjustments during the contract term are not automatic; only DFPS-authorized adjustments based on the Consumer Price Index are permitted, requiring written requests with supporting documentation and proper calculation using the specified formula.

Respondents must submit a minimum of three business references for similar services provided within the preceding two years and complete all mandatory exhibits: HHS Solicitation Affirmations (Exhibit A), DFPS Vendor Certifications and Affirmations (Exhibit D), the Pricing Sheet (Exhibit E), and Respondent Reference Form (Exhibit G). The solicitation determined that no probable subcontracting opportunities exist; however, respondents who identify a need to subcontract must notify the point of contact within five business days and submit a complete Historically Underutilized Business Subcontracting Plan. Award will be made to the respondent offering best value based on cost of services, experience and performance record, and capabilities. Binding offers remain firm for 240 days from the response due date.
