Weekly certified payrolls must be submitted through the Labor Standards Unit's LCP Tracker system. Project Labor Agreements do not apply. Contractors must comply with Small and Local Business Plan requirements throughout performance and maintain records for five years after contract expiration.
The prequalification questionnaire requires comprehensive disclosure of contractor qualifications, financial statements (not over six months old), equipment inventory, project references, historical performance data, prior defaults or terminations, pending litigation, debarment status, and delinquent debts to the City. Vendors must submit a Consent and Authorization Agreement and completed Prequalification Questionnaire through www.PHLContracts.phila.gov. Questions are due by 5:00 p.m. on October 1, 2026.
