About this opportunity
The State of Maine Division of Purchases is requesting quotations for the purchase of 32 twenty-five ton tag-a-long trailers on behalf of the Maine Department of Transportation (MDOT) Fleet Services, with quotes due November 5, 2013 at 2:00 p.m. local time. A local-vendor preference applies: in cases of tied bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.
The scope is 25-ton non-tilt beaver tail type tri-axle air ride trailers with comprehensive specifications including 102-inch width, 24-foot deck length with six-foot beaver tail, 14-inch minimum hi-tensile wide flange I-beam frame, three 22,500-pound capacity axles with air ride suspension and ABS brakes, DOT and ICC-compliant lighting and wiring, 215/75R17.5 load range H tires, and industrial highway yellow paint. Trailers must be capable of transporting excavators weighing 30,000 to 50,000 pounds at 50 mph without sway or bounce. All parts must be new and of manufacturer's best quality; no used, reconditioned, or obsolete parts are accepted. Bidders must submit complete specification sheets, equipment line sheets, and frame construction documentation with compliance indicated using standardized abbreviations (X for meeting specification, N/A for not available, DI for dealer installed, AE for approved equal). Optional pricing is requested for removable two-inch solid deck pins with integrated pockets and factory inspection services. Warranty and service facilities must be located within 75 miles of MDOT division headquarters in Scarborough, Augusta, Dixfield, Bangor, and Caribou. Deliveries are to seven designated locations across Maine.
The master agreement term is 12 months initially with options to renew for two additional one-year periods at the Purchasing Director's discretion. Year two includes a possible requirement for 5 additional units. Prices must remain firm throughout the contract period. Quotations must be submitted electronically through the State of Maine Vendor Self Service (VSS) system with hardcopy documentation to the Division of Purchases in Augusta. Pre-delivery inspections at the manufacturing facility may be required at bidder expense. Award will be made on a "Best Value" basis to a single bidder. All bidders must certify compliance with suspension and debarment requirements under 49 CFR Part 29 and Executive Orders 12549 and 12689.
